The council manages the part of the shore that is between the low and high tide levels (referred to as the foreshore), and the promenades that are adjacent to them. The area managed starts at Bempton cliffs and continues to Brough haven. It allows for and includes other services in respect of the Resort towns and rural beach areas.

Resort areas include:Bridlington north - from the north pier to a line extending east from Limekiln Lane. Bridlington south - from the south pier to a line extending east from Kingston Road. Hornsea - from a line extending east from Headland View to a line extending east from the first set of steps onto the beach south of Sands Lane. Withernsea - from a line extending east from Seaside Road to a line extending east from the first set of steps onto the beach south of the Pier Towers.Boat launching facilities are managed under Licence for the East Riding of Yorkshire Council at Hornsea and Bridlington. The dog ban on these beaches is in force from the 1 May to 30 September each year.Broadly speaking, the facilities provided are:- beach chalets- deckchairs- land train- lifeguards- boat launching and storage at Bridlington and Hornsea, see booking for telephone numbers.
