Home to School Transport

In certain circumstances, the East Riding of Yorkshire Council will meet the costs of part or all of your child's journey from home to school. The council has a policy on home to school transport which sets when a child is eligible for transport.

Unless otherwise stated, the information about home to school transport applies to pupils and students who are:
 

  • resident in the East Riding of Yorkshire; and

  • attending a school or further education college;

Please Note: transport cannot be provided for children who are not in statutory school education, the Reception class or a further education college.

Who is eligible for free transport?

 

Primary school children are entitled to free transport if:

  • they are attending their catchment area school and where the only available routes to this school are more than two miles for a child in Reception, Year 1, Year 2 or Year 3 or more than three miles for a child in Year 4, Year 5 or Year 6; or

  • their application for a school place has been refused and the only available routes to the school allocated are more than two miles for a child in Reception, Year 1, Year 2 or Year 3 or more than three miles for a child in Year 4, Year 5 or Year 6; or

  • they are not attending their catchment area school and have not been able to secure a place at a school nearer to their home address and the only available routes to the school allocated are more than two miles for a child in Reception, Year 1, Year 2 or Year 3 or more than three miles for a child in Year 4, Year 5 or Year 6.

Secondary school children are entitled to free transport if:

  • they are attending their catchment area school and where the only available routes to this school are more than three miles; or

  • their application for a school place has been refused and the only available routes to the school allocated are more than three miles; or

  • they are not attending their catchment area school and have not been able to secure a place at a school nearer to their home address and the only available routes to the school are more than three miles; or

  • the child is entitled to free school meals or the child's parents are in receipt of their maximum level of Working tax Credit and the school the child is attending is either one of their three nearest qualifying schools which is above two miles but less than six miles from their home; or is the nearest suitable qualifying school preferred by the child’s parents on the grounds of the parents’ religion or belief and the school is more than 2 miles but not more than 15 miles from the child’s home address.

Does the Council provide transport in any other circumstances?

In certain circumstances the council will meet the costs of your child's journey to school i.e. a medical condition which prevents them walking to school or using public transport.  Contact the Passenger Services Team for further information: 01482 392125.

 

If your child is not entitled to support and you feel there are special and exceptional circumstances you can ask for your case to be reviewed by the Director of Children, Family and Adult Services.   Contact the Pupil Services Manager for further information: 01482 392111.

 

Does the council provide transport for children with special educational needs?

If a child has a statement, the authority will provide free transport where appropriate and in accordance with the authority's policy. The authority cannot provide transport for physiotherapy or medical appointments.

If my child is not entitled to transport can they still use the Council's contracted transport?

Normally, pupils who are not entitled to free transport may use spare seats on vehicles contracted by the authority for home to school transport on payment of a fare. Many contracted buses can carry fare paying passengers who can pay the driver as they board.

Season tickets are also available on many of the council's school buses.

The use of contracted services can be withdrawn if the transport is full and a seat is required for a pupil or student entitled to transport. If transport is withdrawn in this way, the authority will give at least 2 weeks notice. 

 

What happens to lost or damaged travel passes?

A charge of £10 will be made if a replacement travel pass has to be issued because the original is lost or cannot be used because it is damaged.

What are Bus Monitors and what are they entitled to?

Bus Monitors monitor the behaviour of other pupils and report to their school any incidents of bullying and disruptive or inappropriate behaviour on home to school transport.  Any students, including students of sixth form age, can be appointed by the local authority to act as Bus Monitors.  Bus Monitors will have to act in accordance with any instructions and guidance issued by the local authority. Students appointed to act as Bus Monitors will receive free transport on the bus service they are allocated to monitor if they are not already entitled to free transport under other provisions of this policy.

 

How do I apply for free transport?

If you apply for a school place in the normal admission round and your child qualifies for free transport, the Passenger Services Team will contact you before the start of the new school year.  If you are applying outside the normal admission round, you will need to contact the Passenger Services Team to request a form: 01482 392125.
