Housing Development Plan Document
Under the Council's revised Local Development Scheme (LDS), the Housing DPD will not be progressed further. Its provisions will be taken forward as relevant in other DPDs, notably the Core Strategy.
LDF Issues and Options Papers were prepared for public consultation in August 2005. The four topics covered are:
- Smaller Settlements. This will give consideration to the identification of some smaller settlements as “Rural Service Centres” where limited development may be appropriate.
- Housing. This will examine the future of housing provision.
- Employment. This will consider the current distribution and level of employment land.
- Generic Development Control Policies. This covers general policies that will be used by Development Control to determine planning applications.
The official consultation period concluded on the 9th September 2005. We are currently in the process of considering all the representations we received with view to producing a full report. We will then inform everyone who sent in representations.

Responses to the Housing Issues and Options questions:
- General: Responses that did not fit any of the set questions
- Question H1: We would welcome your views on the distribution of housing in the eastern sub-area. Taking into account the number of dwellings already with a planning consent, do you consider the suggested balance of provision between Bridlington, Hornsea, Withernsea and the other settlements to be right? If not what would be an appropriate alternative?
- Question H2: We would welcome your views on the distribution of housing in the northern sub-area. Taking into account the number of dwellings already with a planning consent, do you consider the suggested balance of provision between Driffield, Market Weighton, Pocklington and the smaller settlements to be right? If not what would be appropriate alternative?
- Question H3: We would welcome your views on the distribution of housing in the western sub-area. Taking into account the number of dwellings already with a planning consent, do you consider the suggested balance of provision between Goole, Howden, Snaith and the other settlements to be right? If not what would be an appropriate alternative?
- Question H4: We would welcome your views on the distribution of housing in the central sub-area. What proportion of the overall central sub area requirement should be directed to the Sub-Regional Urban Area?
- Question H5: Taking into account the number of dwellings already with a planning consent do you consider the balance of provision between Beverley, Elloughton-cum-Brough, Hedon and the other smaller settlements to be right? If not what would be an appropriate alternative?
- Question H6: Do you consider that a flexibility allowance should be added to the number of dwellings to be provided in each sub area? If so what level of flexibility should be considered? If not what would be a suitable alternative and why?
- Question H7: How should the Council consider the balance between the total amount of housing to meet local needs and support existing services and facilities against the sustainability of the settlement?
- Question H8: How can the Council assess whether or not a development will support a local service or facility?
- Question H9: Which approach to managing the release of sites do you consider is the most appropriate for the East Riding of Yorkshire?
- Question H10: Government advice expects developments to include a mix of house types. Are they any circumstances when such a mix should not be required?
- Question H11: Are there any other specialist forms of housing that should be given special consideration through the Housing DPD?
- Question H12: Do you agree with the Council's proposed approach to the consideration of local needs housing? Are there any other approaches that should be considered?
- Question H13: The Council would welcome your views on addressing this issue and an approach for identifying sites for gypsies and travellers.
- Question H14: How can the occupancy and cost of an affordable dwelling best be controlled so they are available only for those in need of such housing?
- Question H15: Are there any circumstances where these thresholds should be reduced?
- Question H16: Do you think that sites should be allocated for wholly affordable housing in rural settlements?
- Question H17: Should a minimum density be applied to all new development sites across the East Riding or should a tiered approach be developed that sets different minimum standards depending upon the location of the site?
- Question H18: Are there any circumstances under which the Council should consider permitted residential development below 30 dwellings per hectare?

Housing Site Assessment Methodology
Please note that the Housing Site Assessment Methodology is in the process of being updated as part of the preparations of an Allocations DPD. The revised methodology will be used as a Sustainability Appraisal of the sites considered through the Allocations DPD. It will also be used to consider all sites - not just those proposed for housing development.

A methodology has been prepared to assess and compare the suitability of potential housing sites. It will be used to help identify those sites that will be allocated for residential development in the Housing DPD. If you wish to promote a site for development, it would be helpful if you could submit details of your site by answering as many of the questions in the methodology as possible. Please note that suggested sites are often referred to as 'landbids'.
