Housing Strategy

Our Service

The Housing Strategy Team is responsible for producing the council's Housing Strategy, as required by Government.

 

The Housing Strategy vision is to ensure that all households in the East Riding have access to appropriate and affordable housing with associated services, in sustainable communities.

 

The Strategy identifies needs and issues across all tenures and sets out plans and resources required to tackle them. Achievements are monitored through the Housing Strategy Action Plan. The Team plays a significant role in sub-regional and regional housing policy development, representing the Council on the Humber Housing Partnership and the Yorkshire and Humber Housing Forum, and the Regional Housing Board.

 

Other work streams include partnership working with housing associations and other providers to enable the provision of affordable and specialist housing to meet identified local needs; and with the East Riding of Yorkshire Primary Care Trust and other agencies to identify health related initiatives in the context of national and local policies to meet local needs and respond to the preventative agenda.

 

The team plays a crucial role in securing funding from the Regional Housing Board and from other sources to address housing issues and priorities.

Homebuy

The Homebuy scheme enables people to buy a home who otherwise couldn't afford to do so. There are 3 types of Homebuy:

 

  1. New Build Homebuy - enables you to buy a percentage of a newly built home. The other percentage is owned by a Housing Association.

  2. Open Market Homebuy - enables you to buy a percentage of a property on the open market.

  3. Social Homebuy - Not currently offered in the East Riding.

 

The Homebuy scheme is aimed at Local Authority/Housing Association tenants, those on the Local Authority Housing Register and those on low incomes. However applicants must be able to finance either 75% or 82.5% of the purchase price through a mortgage and/or savings.

 

Each region has a "Homebuy Agent" through which applications for Homebuy schemes can be made. For East Riding the Homebuy Agent is Joseph Rowntree Housing Trust.

Humber Housing Partnership

East Riding of Yorkshire Council works with neighbouring authorities and other partners in the region to deliver housing priorities and monitor housing investment through the Humber Housing Partnership.
