Comprehensive Performance Assessment (CPA)
Comprehensive Performance Assessment (CPA) measures how well all councils are delivering services for local people and communities. It looks at performance from a range of perspectives and combines a set of complex judgements to provide a simply understood rating.
The Audit Commission first introduced CPA in 2002. Each year CPA looks at the performance of social care (adults), children’s Services, benefits, use of resources, housing, environment and culture. It uses a combination of self assessment, inspections, audit results and performance indicators.
Each council is given a rating - 1 to 4 stars - to describe how it is performing overall, and a rating for its direction of travel.
East Riding of Yorkshire Council is currently rated as a 4-star council that is "improving well".
