Delegated Functions

To hear and determine all appeals against officer decisions of the Council (where such appeals are permitted) in respect of the following matters:

 

(a) Staff

1. Dismissals
2. Relegations
3. Re-grading

 

(b) Housing

1. To determine appeals under the Housing Allocation system and in particular:

(a) to grant admissions to the Housing Register
(b) to act as final arbitrator on the reasonableness of an offer of accommodation
(c) to award additional re-housing points for exceptional "social need" applicants/transferees.

2. To determine appeals by tenants against the application of the conditions of consent to carry out tenants' improvements in cases where the matter cannot be resolved by the Director of Customer Services.

3. To determine appeals against a refusal to grant a second or subsequent succession of a Council home tenancy.

4. To determine appeals from unsuccessful or dissatisfied applicants for Home Improvement Grants.

 

(c) Education

To determine appeals in respect of grants to students, including those relating to clothing and transport.

 

Notes

  1. The Director ofCorporate Resources is authorised to include a Member of The Cabinet in appropriate circumstances;

  2. Members should not hear an appeal relating to their own Ward or where they know the appellant;

  3. The Council's substitute scheme applies as normal to meetings.
