"The Council's Constitution is designed to describe clearly the way in which we conduct our business."

 

The Council's Constitution is designed to describe clearly the way in which we conduct our business so that anyone who has dealings with us on any matter can easily determine who is responsible for decisions in respect of those matters and how they can make representations to the relevant person.

 

The Council's Constitution

 

The Constitution is divided into four specific areas of the Council's democratic processes as follows:

 

  • The Cabinet - All matters within the policy framework and budget except non Cabinet functions
  • Non Executive functions - Functions such as Planning, Licensing, Appeals and Personnel
  • Overview and Scrutiny
  • The Full Council - Formulation of the policy framework and budgets

...and contains details of how decisions are made in these areas. Details of all major decisions to be considered over the next four months can also be found in the Forward Plan section.

 

There is also a Standards Committee which is responsible for matters relating to the code of conduct for Members of this Council and all the Parish and Town Councils in our area.

Access to Meetings and Information

 

The Council has a policy of decision making being open and transparent through:-

 

  • All Cabinet, Committee and Council meetings being open to the public although some matters will be considered in private; members of the public will be asked to leave at this point.
  • Agendas, Minutes and Reports of all meetings and the Forward Work Plan being available for inspection at County Hall, Beverley, any Customer Service Centre or at public libraries during normal office hours.
  • Reports containing "confidential" or "exempt" information will not however be available.
  • Details of the time and places of meetings are available from any Customer Service Centre or the Legal and Democratic Services Unit (telephone no. 01482 393208).
  • The Forward Work Plan will be included in the Agenda for the relevant meetings of The Cabinet on a monthly basis.

 

It is intended that all the above information will be available via the council's website in the near future.
