The Council

East Riding of Yorkshire Council is a unitary authority. This means that all local Council services are provided by the same Council - unlike some other parts of the country where responsibility is shared between a County Council and a local District or Borough Council.

 

East Riding of Yorkshire Council consists of 67 local councillors elected by residents of the East Riding. The Council area is divided into 26 wards, each of which is represented by one or more councillors (also known as members) elected for a term of four years. Unlike some other areas, we elect all 67 of our councillors simultaneously.

 

When does the Council meet?

 

Councillors come together every six weeks to meet as the Full Council.

 

In May of each year at the Annual Meeting the Council elects a Chairman and Vice Chairman for the year. The Chairman or Vice Chairman chair meetings and also fulfil all ceremonial and civic roles on behalf of the Council.

Are meetings open to the public?

 

All Council and committee meetings are open to the public, but there are some matters which will be considered in private; members of the public will be asked to leave the meeting at this point. The circumstances under which we can consider matters in private are tightly controlled by law.

 

Agendas and reports for each committee meeting are now placed on public deposit at least 5 clear working days before each meeting. You can inspect them at County Hall, any Customer Service Centre, or at public libraries. Reports containing exempt or confidential matters will not, however, be available.

As Councillors, regardless of our political persuasion, we are committed to listening to the views of our residents, partners and businesses and responding to those views in shaping the future delivery of Council services.

 

As you read our Local Performance Plan, we hope you will agree that this Council is delivering on its commitment to provide efficient, effective and quality services for the benefit of everyone in the East Riding. We also recognise the need for us to keep our services under review, and to look continually for ways to improve them. We wouldn't, of course, claim sole credit for all our successes. Much of the Council's work is delivered through partnership with other agencies - private companies, the voluntary sector, and other public bodies - to secure the benefits of co-ordination and shared experience.

 

Our shared community aims are exactly that - aims that the community as a whole can identify with as important factors in everyone's quality of life. But we hope that this plan also demonstrates that East Riding of Yorkshire Council is a well-managed local authority, playing a full part in the local community, and committed to seeking your views and to tackling the issues that you tell us are important to you.

 

This document, and the full Local Performance Plan, are part of our accountability to you, and we will, as always, welcome your views on the progress we are making.
