There are basically two methods of applying for permission:
Full plans
Here as the title suggests, full plans of your proposals are produced and submitted to the Council for approval.
They are accompanied with the appropriate fee and a full plans application form. The details are checked for compliance with the regulations and any shortcomings notified to you, your architect or agent. This gives an opportunity for the details to be amended and an approval issued.
The Council is given 5 weeks from the date of deposit to issue a decision or if agreed with yourself an extended period of 2 calendar months. Once approved, works can be carried out in accordance with the submitted details with the knowledge that your proposal complies with the requirements of the regulations.

Building Notice
No plans are required. Simple notification of your intent to carry out building works, along with the appropriate fee is given to the Council. 48 hours after, building works can begin.
There is however no approval of details and this system relies heavily on work being carried out by you or your builder and then it being checked for compliance. Clearly work can therefore be undertaken which requires alteration and for this reason the process must be used with care.
