To provide an integrated development service approach, the Council operates highway control through the Planning and Development Control Section. Staff are based in the Strategic Development Control Division at County Hall in Beverley, with individual area responsibilities ensuring regular contact with planning offices. The highway control service is two-fold.
Highway Control Officers give specialist advice on planning applications and planning proposals. Pre-application discussions are encouraged. Officers examine the important issues of highway capacity with regard to a planning proposal, design and suitability of junction and highway layouts, and whether adequate parking and service delivery arrangements are provided. An estate road highway design guide is currently available updating previous guidance in the light of Government advice and best practice.
In addition to giving specialist advice on planning applications the division deals with the adoption of public highways under Section 38 of the Highways Act. It is necessary to ensure that estate roads and footpaths are laid out to an agreed standard which will allow adoption by the Council, so that future maintenance will be undertaken as part of the public highway network.

Public Rights of Way
Definitive maps showing the public footpath network are kept in the divisional offices and are available for public inspection. The existence of a Public Right of Way has to be taken into account when determining a planning application.
