Government planning guidance on ensuring a more sustainable pattern of development has lead to policy in the Regional Spacial Strategy (RSS)and the Joint Structure Plan (JSP) that seeks to direct the majority of new housing development firstly into the Regional City, and then into the Principal Towns and then the Market Towns.
Outside of these settlements policy DS4 of the JSP makes provision for small scale limited development to meet local needs in the most sustainable rural settlements. However the policy does not provide a list of these.
Pending more detailed guidance in the LDF Core Strategy, the Council’s Cabinet has agreed an approach for considering, as a starting point, which settlements fall under the provision of policy DS4.
