How do I apply for planning permission?

Pre-application enquiry

A pre-application discussion with a planning officer will normally assist in identifying what information will be required, and will identify the planning issues and likely success (or otherwise) of your application. Pre-application discussions with the council's officers can save money and time. Prior to a discussion you can forward details of your proposals accompanied by a pre-application enquiry form which can be accessed from the link below.

Submitting an application

You must make an application on a standard application form. You may either complete the form online and submit your application electronically using the Planning Portal, or download forms and submit your application on paper.

 

A range of forms is available to deal with different types of application.  If you submit your application in paper form, you must provide an original and a minimum of three copies of the form and all plans and other documents (although it is helpful if you provide an extra copy). 

 

You do not need to provide copies of any information submitted electronically.

You may wish to appoint a professional agent to act for you, especially if your application is complex, although this is not a requirement.  If you do appoint an agent, then all communications from the council will be directed through your agent.

 

There are three main types of application

  • A full application will include detailed plans and cover all planning aspects of a development and/or change of use.

  • An outline application is to establish the principle of development on a site, and can be used when the landowner intends to sell the site for development.

  • A reserved matters application follows approval of outline planning permission, and deals with the necessary detailed plans to permit development to proceed.

The use of the standard form is required in most cases, but it is possible for you to make some applications in different formats (although the use of the standard form is recommended).  Details are available by following the ‘planning applications requirements’ link.

 

Some forms are available for combinations of applications (such as planning permission and listed building consent). These are designed to help you make your application, but the council will consider the two parts separately and will send you two decision notices. If you use this option, please make sure that you have provided the information required for both parts of your application.      

 

Standard application forms are not available if your application is for mining or minerals extraction and you should contact the planning department for advice.

What will the council do?

The council will acknowledge receipt of your application and check it for completeness. If it is incomplete the council will advise you of the additional information required.  No further action will be taken until you have supplied the necessary documents.

 

Once the application has been accepted as ‘valid’ the council will consult with other bodies and organisations and will publicise the application. Near neighbours will normally receive a notification letter.  The council is required to place notices at the site and in the local press for applications for ‘major’ development or which would affect the character of a Listed Building or a Conservation Area, the setting of a Public Right of Way or trees covered by a Tree Preservation Order.

 

If, following validation of your application, the council needs further information or clarification, or to suggest possible changes arising from the consultation process. Then it will contact you.

 

Most applications are decided by officers using delegated powers. If your application is to be reported to a Committee meeting for a decision, you will be advised of the procedure and timescale. In either case, you will be sent a formal decision notice once the decision has been taken.
