Following the adoption of the joint structure plan (JSP) for Kingston-Upon-Hull and the East Riding of Yorkshire, the council is required to determine planning applications against the new policies that supersede those in the former Humberside structure plan, and where there is a conflict, the four local plans for the area.
In line with national and regional planning guidance, the JSP requires a significant change from previous patterns of dispersed rural development, and the council in particular, needs to review and amend its approach to new residential development proposals for the smaller settlements not identified in the JSP.
Pending more detailed guidance in development plan documents, the council’s planning committee has agreed an approach to assess the sustainability of individual villages so that planning applications can be determined in a consistent manner against agreed criteria.
This approach was reviewed in May 2006 when it was agreed to rescind the guidance in paragraph 3.2 of the original report. It was agreed that the sustainability threshold analysis or matrix should continue to be used for comparative information on sustainability factors and to ensure consistency when applying national and regional policies.
In using the sustainability matrix as a guide when determining planning applications, reference will be made to previous decisions on the sustainability of that settlement, and other settlements that have a similar matrix score. Each individual application will be considered on its merits and against all planning considerations, including the current supply of planning permissions in the settlement.
