10.0 IMPLEMENTATION OF THE PLAN

Resource Availability

10.1 The reorganisation of Local Government will likely affect the structure of the Local Authority currently serving East Yorkshire Borough however, firm decisions as to the nature of any successor Authority and the timing of its implementation are yet to be taken. The Local Plan is prepared to reflect the existing structure, responsibilities and resources of East Yorkshire Borough Council.

10.2 Much of the investment necessary to achieve the objectives of the Plan will be made by organisations and individuals and not just by the Borough Council. In this context the Plan is intended to provide a framework for all land use decisions made by the public and private sectors. ,

10.3 When adopted the Plan will assist the Borough Council in co-ordinating its own strategies and will help to identify priorities for financial investment. In particular the Plan, and its subsequent monitoring, will provide a clear indicator for action necessary through the Borough Council's Housing Investment Programme, identifying priorities and assisting the preparation of the annual bid.

10.4 The Plan will provide the environmental policy framework necessary to support bids for new highway schemes through the Highway Authority's Transport Policies and Programme. To underpin the Borough Council 's Economic Development Strategy the Plan will safeguard land for economic development and provide the evidence of commitment and certainty sought by potential investors. 10.5Assisted Area Status is afforded to large parts of the Borough. Other areas are within the Rural Development Area. European funding may be available to other parts. Clear policies on the promotion of the rural economy and directing employment proposals to key locations will help to maximise the benefits of these initiatives.

10.6 Some issues have been raised for the first time in East Yorkshire by the Local Plan. Coastal Defence is a major issue which requires the involvement of numerous local authorities and organisations. The Local Plan will provide a basis for the Borough Council's participation in joint working groups currently researching Coastal Cell management.

10.7 Protection of the Borough's landscape character and nature conservation interests are important objectives addressed by the Local Plan. The Planning Policy Framework offers additional control to that available through the environmental protection measures operated by other organisations.

10.8 The close relationship between the Plan and the Borough Council's Mission, "to enhance the quality of life within the Borough", is manifest in the strategy of protecting the environment and sustaining rural communities. The Plan should encourage a greater appreciation of the Borough's assets which will help in its initiatives to promote tourism.

Implementation, Monitoring and Review

10.9 The Planning Acts now afford substantial weight to Local Plans stating that they should form the basis of all development control decisions unless material considerations indicate otherwise. This special status will only remain valid where the Plan is up to date, relevant to the proposed development, and accurately reflects national and strategic policy guidance.

10.10 The Borough Council recognises the importance of a sound, effective framework for decision making and its significance to potential investors and those requiring certainty over land use decisions. Regular monitoring of the Plan will be essential, not only to ensure that the policy framework remains relevant but also to ensure that land supplies for development are not exhausted. Where monitoring indicates that the implementation of the Plan policies is not having the desired effect or where new issues arise, relevant sections of the Plan may be subject to formal review and alteration.

10.11 To ensure that the Plan continues to identify a long term supply of land for housing development, it is expected that the Plan will be formally reviewed every 5 years. This will enable full public consultation to be undertaken.

10.12 Annual monitoring statements will examine the extent to which the Plan policies remain relevant and appropriate. These statements will focus primarily on the objectives of the Plan but will necessarily consider the appropriateness of individual policies.
