2.10 Implementation and Monitoring
2.10.1 Implementing the policies and proposals contained in this Plan is the responsibility of a wide range of organisations and individuals in both the public and private sectors. The Plan will provide a framework to be used by both sectors as a basis for planning their future investment programmes in Holderness and it will give a clear indication to developers and the public of the way the area is to be developed over the next 10 years.
2.10.2 The Council will play an important role by determining future development proposals in the area in accordance with the Development Plan and any other material planning considerations. The Plan will also provide a framework for the Council's own responsibilities and future spending programmes. The level of public sector resources that can be committed to development proposals to implement policies is greatly influenced by factors such as Central Government spending restrictions and the public's perception of value for money service delivery. The extent to which the Council can implement policies will depend on the level of finance available to the Council during the Plan period. Local authority investment in areas such as community facility provision may act as a stimulant to new development but it is expected that the private sector and other public bodies will be largely responsible for providing the financial investment necessary to meet the Plan's aims and objectives.
2.10.3 Development is a continuous process and the Council will, as resources permit, monitor the effectiveness of its Local Plan to ensure that appropriate development takes place in accordance with the Local Plan. Over the Plan period it will be necessary to update issues that which may be expected to affect development. The most likely need for alteration will arise from changing Government legislation, policy guidance, economic, social and physical circumstances of the area or as a response to a specific change of policy direction. Modifications will be made to the Plan if evidence suggests that its policy and guidance becomes inappropriate or ineffectual. Any review or updating of the Plan's policies will subject to full public consultation.
2.10.4 With regard to the implementation and monitoring of specific topics it is expected that the following priorities will apply:
2.10.5 The Council will ensure, through its development control powers, that development in environmentally sensitive areas is controlled and that unsympathetic development is avoided. Substainable development will be encouraged though the provisions of the District Wide Local Plan. It is expected that there will be support for ensuring the protection of the environment from a wide range of national and local organisations and to ensure that environmental aspects of development are acceptable. The private sector can also contribute to the improvement of the environment by incorporating appropriate high standards in new development proposals. Monitoring the effects of development on the environment will largely be an ongoing visual process.
2.10.6 With the exception of the Council's involvement in partnership schemes with Housing Associations it is expected that most residential development in the area will be provided by the private sector on sites allocated for residential purposes. The uptake of residential land allocations in the area will be monitored, through the annual preparation of a Housing Land Availability Document which will look at the availability of land for residential purposes in the area and through the number of house completions in the area. Planning applications throughout Holderness will continue to be monitored by the Council's 'uniform' system.
2.10.7 The Council will continue to bid for financial assistance from Government bodies such as the Department of Trade and Industry and the Rural Development Commission to enable the provision of industrial premises. Additionally, it will continue to promote the area in an effort to attract additional employment and investment. Monitoring of the economic climate will continue through involvement in initiatives and working groups with neighbouring economic development officers and regionally based organisations. The annual production of the Council's Economic Development Strategy will also help monitor changes in industrial activity.
2.10.8 In promoting Holderness as a tourist destination, the Council will continue to bid for grant assistance from appropriate bodies in order to assist the implementation of proposals. The private sector will however play a lead role in providing attractions and facilities aimed at attracting visitors to the area. Monitoring will consist of information on visitor numbers provided by the various attractions, the Tourist Information Centre and involvement with a range of tourist organisations operating in the Yorkshire and Humberside Region.
2.10.9 The implementation of road infrastructure schemes will continue to be the responsibility of the Department of Transport and the Highway Authority. The private sector will be expected to provide transport infrastructure on new development and this will need to comply with the appropriate Highway Authority standards. Bus services in the area will largely be provided by private sector. The monitoring of highway schemes will be largely the responsibility of the Council although the Council will assist in the process by highlighting local issues through the Transport Policies and Programme process and by putting forward schemes for consideration in the Local Plan.
2.10.10 The provision of infrastructure has implications for both the public and private sectors. Implementation will remain largely the responsibility of the private sector, the utility services will work directly with developers to ensure satisfactory provision on new developments. The Council will monitor the provision of infrastructure in Holderness and will be able to highlight problem areas in response to public comment.
Leisure & Recreational Facilities
2.10.11 Implementation of recreational policies will vary according to the facilities to be provided. It is expected that the private sector will be responsible for providing the bulk of sports facilities to meet local needs for example club facilities. The Council will, however, as resources permit, continue to assist the diversification of leisure and recreational facilities throughout the area. Recent Sports Council initiatives will assist the Council to monitor the provision of recreation and leisure facilities in the area through contact with Parish Councils.
2.10.12 The provision and implementation of community facilities involves both the public and private sectors. Councils are often involved in the implementation of social schemes to assist the sustainability of communities whilst local education authorities can assist in making facilities available to the general public. Increasingly the private sector are becoming involved in the provision of facilities in conjunction with development proposals. The monitoring of community facilities will be dependant on involvement at the local level where bodies such as the Community Council for Humberside are able to identify shortfalls.
