Humberside Safety Camera Partnership Annual Report

Humberside Safety Camera Partnership is pleased to publish its first annual report. In its first year of operations, the Partnership identified and enforced the speed limit at 68 sites across the Humberside Partnership area. These sites have a history of collisions, casualties and speeding problems.

Mick Harris project manager commented "It is too soon to assess the operational effectiveness of the Partnership, as casualty and collision rates have to be examined over a period of three years in order to draw any meaningful conclusions. However, the Partnership is pleased to report a significant reduction in the numbers of injury collisions (reduced by 33%) and a 53% reduction in the number of people killed and seriously injured at safety camera sites during the last year."

Mick Harris continued "It is estimated it costs society at least £140,450 for each person seriously injured, this is the cost to the emergency services, health services, loss of earnings and emotional costs to the person, family and friends. As there has been 39 fewer people killed or seriously injured this year at safety camera sites, we can make a conservative estimate that this project has saved society at least £5.4 million in its first year alone. This compares extremely well to the £2.3 million it has cost to run the project for the year."

The annual report gives details of casualty, collision and speed history for the individual sites, and also outlines the marketing communication activities undertaken through out the year and a financial report. The report has been published on the Partnership's new look website www.humbersidesafetycameras.com For residents who do not have access to the Internet at home, they can access the website at libraries and learning centres across the region.

The Partnership will be in a better position to assess its operational effectiveness at the end of its second year of operations. At that time, it hopes to be able to report that it has maintained and improved on the excellent indications of success and positive impact detailed in the report.

Notes to the editor

  • The annual report is published on the Partnership's website www.humbersidesafetycameras.com which can be accessed via libraries and learning centres.
  • The Partnership was formed in April 2003 and is a partnership between East Riding of Yorkshire Council, Highways Agency, Hull City Council, Humberside Magistrates' Courts Committee, Humberside Police, North East Lincolnshire Council and North Lincolnshire Council.
  • The Partnership operates within the rules and guidelines set by the Department for Transport. These rules allow Camera Partnerships to recover fine revenue from fixed penalty tickets to pay for the cost of safety camera enforcement. Any surplus money is retained by Government.
  • Humberside Safety Camera Partnership enforces the speed limit at the 68 worst collisions sites within the region. Humberside Police reserve the right to enforce the speed limit on any road, at any time.
  • Costs to society values are taken from the Department of Transport Highways Economics Note No.1 2002 - Valuation of the Benefits of Prevention of Road Accidents and Casualties. This report can be found on the DfT website.
  • Humberside Safety Camera Partnership monitors and reports on information at the following levels.
    • Individual site level = casualty, collision and speed data
    • Unitary Authority area = mobile deployment time
    • By individual Partner = total allowable costs (subject to final audit)
    • Partnership area = value of fixed penalty notices paid, press coverage, survey results

The following section highlights some key findings for each individual partner area.

East Riding

There are 25 safety camera sites within the East Riding area. There has been a 35% reduction in the number of injury collisions (annual average for injury collisions has dropped from 96 to 62). There has been a 60% reduction in the number of people killed or seriously injured (annual average has dropped from 25 to 10). This equates to £2.1million in cost savings to society.

Example :- The safety camera site at Main Road in Bilton has proved to be particularly successful this year. No-one was killed or seriously injured throughout the year and there has been only one injury collision in comparison to the six that were occurring each year before camera deployment. Regarding speed in the past a massive 75% of the traffic exceeded the 30mph speed limit, this has now been reduced to 35% of the traffic. This demonstrates that speed enforcement does have an impact on the traffic but the Partnership needs to continue to enforce the speed limit at this site.

Hull City

There are 16 safety camera sites within the Hull City area. There has been a 24% reduction in the number of injury collisions (annual average for injury collisions has dropped from 100 to 76). There has been a 45% reduction in the number of people killed or seriously injured (annual average has dropped from 22 to 12). This equates to £1.4 million in cost savings to society.

Example :- The safety camera site at Marfleet Lane / Marfleet Ave in Hull has proved to be particularly successful this year. No-one was killed or seriously injured at this site throughout the year and there has been only two injury collision in comparison to the eight that were occurring each year before camera deployment. Regarding speed in the past a massive 75% of the traffic exceeded the 30mph speed limit, this has now been reduced to 58% of the traffic. This demonstrates that speed enforcement does have an impact on the traffic but the Partnership needs to continue to enforce the speed limit at this site.

North East Lincolnshire

There are 11 safety camera sites within the North East Lincolnshire area. There has been a 38% reduction in the number of injury collisions (annual average for injury collisions has dropped from 50 to 31). There has been a 42% reduction in the number of people killed or seriously injured (annual average has dropped from 12 to 7). This equates to £0.7 million in cost savings to society.

Example :- The safety camera site at Laceby Road in Grimsby has proved to be particularly successful this year.

Unfortunately there was still one person killed or seriously injured at this site this year but in the past there were on average 3 people killed or seriously each year before camera deployment. However, there have only been 4 injury collisions in comparison to the 11 that were occurring each year before camera deployment. Regarding speed in the past 46% of the traffic exceeded the 30mph speed limit, this has now been reduced to 33% of the traffic. However the typical speed that the traffic travels at has dropped by 7mph to 36mph. This demonstrates that speed enforcement does have an impact on the traffic but the Partnership needs to continue to enforce the speed limit at this site.

North Lincolnshire

There are 16 safety camera sites within the North Lincolnshire area. There has been a 45% reduction in the number of injury collisions (annual average for injury collisions has dropped from 38 to 21). There has been a 64% reduction in the number of people killed or seriously injured (annual average has dropped from 14 to 5). This equates to £1.2 million in cost savings to society.

Example :- The safety camera site at Rowland Road in Scunthorpe has proved to be particularly successful this year.

There have been no injury collisions at all at this site throughout the year in comparison to the 5 that were occurring each year before camera deployment. Regarding speed in the past a massive 75% of the traffic exceeded the 30mph speed limit, this has now been reduced to 30% of the traffic. However the typical speed that the traffic travels at has dropped by 5mph to 35mph. This demonstrates that speed enforcement does have an impact on the traffic but the Partnership needs to continue to enforce the speed limit at this site
