The Council issues badges to eligible disabled people, and to organisations caring for disabled people, to allow vehicles they use regularly to be parked in certain restricted areas.
Can I park anywhere?
No - the blue badges are not a license to park anywhere. A blue badge does entitle you to use spaces reserved for disabled people in Council car parks. For further details pick up the Government booklet " The Blue Badge Scheme", from any of our Customer Service Centres.
What has happened to the Orange Disabled Badges?
Under European legislation all previous orange badges were replaced with the blue badge scheme for consistency throughout Europe. Orange badges seized to be valid from 31st March 2003.
Who qualifies for a blue badge?
Individuals can qualify for a blue badge if they meet strict criteria. To qualify you must meet at least one of the following requirements:
- If you receive the higher rate of the mobility component of the Disability Living allowance
- If you use a motor vehicle supplied by the Department of Social Security, or are in receipt of a grant to provide a motor vehicle
- If you are registered blind
- If you receive a mobility supplement to a military pension
- If you drive a motor vehicle regularly, have a severe disability in both upper limbs, and are unable to turn the steering wheel by hand, even if the wheel is fitted a steering knob
- If you have a substantial disability which causes inability to walk or very considerable difficulty in walking
If it is unclear whether or not you qualify, we may need to ask your doctor, in confidence, for their opinion.
Are there any exceptions to the rules?
Yes - Badges cannot be issued to children under 2 years of age, to people with temporary or intermittent disabilities or to any visitors to the East Riding. Visitors should apply to their own local authority for their home address.
How do I apply?
Visit any one of our 11 Customer Service Centres where a form can be completed. You will need to provide 2 recent passport-sized photographs and pay a charge of £2.00 ( for issuing or renewal badges).
How do I renew an existing badge?
You will need to produce 2 passport-sized photographs, a £2.00 fee and produce your old badge.
What if my application is refused?
The Council may refuse to issue or renew a badge if they believe you do not qualify, or if the they believe it has been misused with your consent, for example, allowing another person to use it on their vehicle or where it has been obtained under false information. If this occurs you will be contacted in writing, at which point you may appeal through the Customer Service Centres.
