Learning Disability Big Plan

    It explains the council’s plan to make life better.

    What the Big Plan is

    The Learning Disability Big Plan is the council's strategy.

    A strategy is a long-term plan for the next 5 years (2026 to 2031).

    The plan was made with:

    What the plan tries to change

    The Big Plan focuses on what matters most to people.

    The council wants people with a learning disability to:

    • live good lives
    • have choices
    • be listened to
    • get the right support.

    What the council believes

    The council believes:

    • people should be treated with respect
    • people should feel safe and included
    • people should be supported to be independent.

    People with a learning disability are experts in their own lives.

    The 8 themes in the Big Plan

    The Big Plan has 8 themes.

    Each theme is about an important part of life.

    A place to live

    People should:

    • live in a place they call home
    • feel safe
    • choose where and who they live with.

    This can include:

    • living with family
    • Shared Lives
    • supported housing
    • residential care.
    Community

    People should:

    • be part of their local community
    • make friends
    • feel welcome and safe.

    Information about activities should be easy to find and easy to understand.

    What I do during the day

    People should have choices about how they spend their time.

    This includes:

    • activities and hobbies
    • volunteering
    • paid work
    • learning new skills.

    Young people should be supported to prepare for work.

    Being healthy – body and mind

    People should get:

    • the same health care as everyone else
    • support to stay well.

    This includes:

    • annual health checks
    • help with mental health
    • health information they can understand.
    Life changes

    People should be supported through important life changes.

    This includes:

    • growing up
    • moving home
    • getting a job
    • getting older.

    People's wishes should be heard at every stage of life.

    Being safe

    People should feel safe:

    • at home
    • when out and about.

    The plan supports:

    • safe travel
    • Safe Places
    • protection from abuse and crime.
    Support for carers

    Carers play an important role.

    Carers should:

    • get advice and information
    • have their own needs recognised
    • get support to stay well.
    Having a voice

    People have the right to:

    • speak up
    • make choices
    • be involved in decisions.

    Advocacy can help people:

    • say what they want
    • understand information
    • stay safe.

    How the plan will be checked

    The Learning Disability Partnership Board will:

    • check progress
    • review the plan each year
    • decide what happens next.

    The plan will change as people’s needs change.
