Humber High Street Challenge Fund

The Humber High Street Challenge Fund will offer grants to encourage private sector landlords and property owners to undertake building and conversion projects that will improve high streets, diversifying the traditional retail offer and bringing unused floor space back into use.

What is The Humber High Street Challenge Fund?

The Humber High Street Challenge Fund will offer grants to encourage private sector landlords and property owners to undertake building and conversion projects that will improve high streets, diversifying the traditional retail offer and bringing unused floor space back into use. 

Funding for the scheme was allocated by the Humber Local Enterprise Partnership from the Humber’s Local Growth Fund. 

Investment will take place in four areas across the Humber sub-region and Goole has been prioritised for the East Riding of Yorkshire. This fund sits alongside East Riding of Yorkshire Council’s ‘Love Your High Street’ fund, which covers a wider range of business support across the whole area.  A proposal may be eligible for both grant programmes.

Who is eligible to apply?

To be eligible for a Humber High Street Challenge Fund grant, you must own the freehold or hold a lease on a property in the target area.

What is the target area?

The target area is the east of Goole Town Centre focused on the Clock Tower area. This area is part of the Goole Town Centre Conservation Area and finding new uses for some of Goole’s historic properties is an objective of the programme.

By targeting in this way, the aim is for several properties within a block to be improved, leading to increased property values and other wider benefits. However, viable proposals outside this main target area that have a major impact on the town centre will be considered.

What type of work is eligible?

Work that has already started is not eligible. Proposals that are eligible for grant funding will include: 

  • bringing vacant commercial floor space back into use
  • the creation of new residential units by the conversion of existing commercial property
  • building frontage improvements. 

External works would include the restoration, repair and reinstatement of existing external architectural features such as the following:

  • Traditional shop frontages (including canopies)
  • High-quality shop signage
  • Windows
  • Porches and doorways
  • Stone and brickwork
  • Roofs, fascias, gutters and rainwater goods. 

Internal works that will ensure that unused floor space is brought back into sustainable use and may fund the introduction, removal, repair, replacement or restoration of architectural features. This can include works to the following:

  • Flooring and ceilings
  • Structural and partition walls
  • Electrical wiring/lighting and audio/visual infrastructure
  • Energy efficiency measures, e.g. insulation
  • Plumbing and gas fitting
  • ICT infrastructure
  • Decorative plasterwork, such as cornices
  • Decorative fittings, including dados, panelling, etc.
  • Doors and windows, including architraves
  • Support new end uses, including retail and leisure offer fit-outs. 

Costs associated with preliminaries (scaffolding etc.) for eligible works detailed above can be grant funded under the scheme.

How will proposals be assessed?

Applications submitted to the scheme will be assessed on the following criteria:

  1. The ability of the proposals to achieve regeneration
    Including the potential to increase activation and the diversification of the existing offer
  2. The quality of the proposals
    Including both the quality of physical improvements and the new end-use
  3. The affordability of the proposals
    Including the demonstration of a clear need for grant funding to deliver the project
  4. The viability/ sustainability of proposals
    Including evidence of viability in the form of a robust business plan 
  5. The value for money that the proposals represent
    Including the number of jobs created and the level of floor space brought back into use. 

If there are no planned future uses for the building once works have been completed, it is unlikely that your application will be successful.

What size of grants are available?

Grantees will be required to contribute match funding of at least 50% towards the total project cost.  Where possible and appropriate, coordinated business advice and support to diversify will be provided through the Council’s ‘Love Your High Street’ fund.  The following worked example shows how the Humber High Street Challenge Fund could assist:

How will the Humber High Street Challenge Fund work?

Eligible businesses need to fill out an initial Expression of Interest Form with basic details about the proposal.  If this looks like it meets the scheme criteria they will be asked to complete a full application.  This will need to explain your business plan, show that there is demand and demonstrate how this grant will achieve value for money.  Applicants will need to show that they have used appropriate professional expertise to plan the work.  

Work needs to be completed in order that claims can be paid by March 2021. Grants will be paid against evidence of invoices paid at the end of the project.
