Investigatory and Disciplinary Committee

What is the role of the Investigatory and Disciplinary Committee?

The role of the Investigatory and Disciplinary Committee is to:

  • consider allegations against the Head of Paid Service, Chief Finance Officer and Monitoring Officer (the Statutory Governance Officers)
  • determine whether an allegation against a Statutory Governance Officer can be dealt with through informal resolution, or whether such an allegation requires further investigation or other appropriate action through some other procedure
  • give informal, unrecorded warnings in situations where it is decided no formal action is required
  • appoint an Independent Investigator to investigate any disciplinary matter concerning the Statutory Governance Officers, and commission report(s) from the Independent Investigator
  • hear allegations, consider the report and recommendations from the Independent Investigator, consider the views of the Statutory Governance Officer, and determine what action(s) (if any) short of dismissal should be imposed or to make a recommendation of dismissal to full council
  • make recommendations regarding the suspension of a Statutory Governance Officer.

Who chairs meetings?

Councillor Jefferson chairs the meetings of the committee.

When are the meetings?

The committee meets on an ad-hoc basis, as and when required.

Are meetings open to the public?

Yes. Meetings are open to the public but there may be some matters which will be considered in private. During such situations, members of the public will be asked to leave the meeting at this point. The circumstances under which we can consider matters in private are tightly controlled by law.

Seating in the public gallery is limited, therefore places must be booked in advance by contacting the Committee Manager on the contact details below. Members of the public and press are encouraged to view proceedings on the council's committee YouTube channel where the meeting can be viewed live or at a later date.

Please note: refreshments are not normally available for members of the public to access at meetings.

Can members of the public speak at the meetings?

No. Members of the public are not permitted to ask questions.

How and when can I view agenda and minutes?

Agendas

Agendas and reports are placed on public deposit five clear working days before each meeting and can be viewed by selecting the relevant agenda below.

Reports containing exempt or confidential matters will not, however, be available.

Minutes

Minutes are placed on public deposit no later than five clear working days after each meeting and can be viewed by selecting the relevant minute below.

Please note: agendas and minutes of meetings prior to those available online may be obtained by contacting the committee manager.
