Overview Management and Scrutiny Committee

Information about the role of the committee, who sits on it, who chairs the committee, when the meetings are, are they open to the public, can members of the public speak, what topics are being scrutinised and how and when can you view the agenda and minutes.

What is the role of the Overview Management and Scrutiny Committee?

The role of the Overview Management and Scrutiny Committee is as follows:

  • To review the general policies and performance of the council and external organisations in relation to the following areas: ­Administration, ­Culture and Customer Services, Finance, People Services and Workforce Development, Procurement, Property, Digital, Change and Technology
  • To scrutinise individual Cabinet decisions relating to the above areas
  • To monitor the overall performance of the council and in particular the council’s performance in the above areas
  • To co-ordinate the Overview and Scrutiny function
  • To approve the Sub-Committee work programmes and any subsequent additions and deletions
  • To co-ordinate Review Panels and approve their reports prior to their submission to The Cabinet and Full Council.

The committee is made up of the chairs and vice-chairs of the overview and scrutiny committee and its sub-committees and three other councillors.

Are meetings open to the public?

Yes. Meetings are open to the public but there may be some matters which will be considered in private. During such situations, members of the public will be asked to leave the meeting at this point. The circumstances under which we can consider matters in private are tightly controlled by law.

Refreshments

Please note: refreshments are not normally available for members of the public to access at meetings.

Can I record, film, take photographs or use social media during meetings?

Yes, new legislation means that you can film, record, take photos and use social media during open meetings. For more information please visit the photography, filming and social media use page.

Can members of the public speak at meetings?

No. Members of the public are not permitted to speak or ask questions at meetings.

Can members of the public suggest an item for scrutiny?

Yes. The council welcomes suggestions from members of the public for items for scrutiny. Topics must be of a strategic nature that affects the East Riding as a whole.

Agendas

Agendas and reports are placed on public deposit five clear working days before each meeting and can be downloaded by selecting the relevant agenda or minute below.

Reports containing exempt or confidential matters will not, however, be available.

Minutes

Minutes are placed on public deposit after each meeting and can be downloaded by selecting the relevant minute below.
