What is the role of the Western Area Planning Sub-Committee?

The role of the Western Area Planning Sub-Committee is to determine planning applications and related planning matters for western area of the East Riding.

The Western Area Planning Sub-Committee also has delegated Functions to determine applications under the Town and Country Planning Act 1990, alter and object to proposed street names, authorise the making of orders and agreements in relation to public rights of way and authorise the making of applications to the Magistrates' Court for the diversion or stopping of highways.

Are meetings open to the public?

Under normal circumstances, yes. Meetings are open to the public but there may be some matters which may be considered in private. During such situations, members of the public will be asked to leave the meeting at this point. The circumstances under which we can consider matters in private are tightly controlled by law.

Can members of the public speak at meetings?

Under normal circumstances, yes, but only if they have registered to speak on an application prior to the meeting taking place, however, members of the public are not permitted to ask questions at these meetings.

What decisions can the sub-committee make on an application?

The sub-committee can make the following decisions:

Approve - this means that the application can go ahead.

Refuse - this means that the application cannot go ahead.

Defer - either for members to carry out a site visit before making a decision, or for members to request more information from other parties before the application is brought back to be considered by the committee.

Defer and delegate approval or refusal - this means that the Sub-committee gives authority to the Director to approve or refuse an application subject to the provisos in the report without the need for the application to be reconsidered by the Sub-Committee.

Refer to the Planning Committee - this means that the Sub-Committee has voted to approve an application which is contrary to the council's planning policies and therefore has to be referred to the Planning Committee for determination.

How and when can I view agenda and minutes?

Agendas

Agendas and reports are placed on public deposit five clear working days before each meeting and can be downloaded by selecting the relevant agenda below.

Reports containing exempt or confidential matters will not, however, be available.

Minutes

Minutes are placed on public deposit at least five clear working days after each meeting and can be downloaded by selecting the relevant minute below.
