Highways Aboard Licensing Consultation

Brief description

We are developing a plan and policy to regulate the use of highway space for commercial purposes and are considering the introduction of a licensing scheme for on-street advertising. It seeks to balance the need for safety on the highway with the needs of businesses to attract custom. The policy must be cost effective, appropriate and enforceable.

To gain an understanding, we are running a consultation to gain feedback from various stakeholders (including businesses and accessibility groups).
