Council tax levies

On this page:

    Introduction

Council tax levies are charges collected as part of your council tax bill. They help fund services provided by other organisations that support local communities, such as:

    • flood defence
    • transport
    • public safety services.

The amount charged for each levy is set by the organisation providing the service. The council collects these charges on their behalf as part of the overall council tax bill.

    Levies

The Environmental Agency, Hull and Goole Port Health Authority, and Internal Drainage Boards can request money from us for the services they provide. This is known as a levy.

Levies are included in your council tax charge but are not detailed separately on your council tax bill.

    Environment Agency

The Yorkshire region of the Environment Agency is responsible for flood defence along the River Severn and River Trent. It is also responsible for the maintenance of the river system in these areas.

The levies on East Riding of Yorkshire Council in 2026/27 total £0.249m, compared to £0.242m in 2025/26.

The gross expenditure and levies of the two regions are as follows:

    Yorkshire region

A change in the gross expenditure between years reflects the programme of works needed by the Regional Flood and Coastal Committee. The levy for the East Riding has increased by 2.9 per cent.

North Eastern Inshore Fisheries and Conservation Authority (NEIFCA)

The North Eastern Inshore Fisheries and Conservation Authority (NEIFCA) is responsible for managing and conserving marine resources between the River Tyne and North East Lincolnshire.

The authority is made up of -

    • 11 local authorities that have part of England's coast within their area
    • members of -
      • East Riding of Yorkshire Council
      • the Marine Management Organisation
      • the Environment Agency
      • Natural England.

Further information can be found on the NEIFCA website (external website).

The increase in gross expenditure and the levy requirement for the council is due to:

    • investment in a replacement patrol vessel
    • inflationary pressures.

Hull and Goole Port Health Authority

The Hull and Goole Port Health Authority is a joint board local authority partnership. Its main objective is the protection of public, animal, and environmental health.

    Gross expenditure 2,052,4251,667,277-385,148

Although gross expenditure has decreased since last year, the levy amount has remained the same. This is due to uncertainty around generated income levels.

    Internal Drainage Boards (IDB)

An Internal Drainage Board (IDB) is an organisation that manages drainage and water levels in areas that need special flood control and water management. They are responsible for:

    • managing water levels in rivers, ditches and drains
    • reducing the risk of flooding
    • making sure land drains properly for homes, roads and farming
    • maintaining pumping stations, sluices and watercourses.

The area of an IDB is based on water catchment areas within a given region, not by county or council boundaries.

The following tables show the levy each Internal Drainage Boards gets from council tax.

Beverley and North Holderness and Foss IDBs

Beverley and North Holderness IDB and Foss IDB are managed by the York Consortium of Drainage Boards.
