About the Kickstart (Wheels to Work) scheme

What is the Kickstart (Wheels to Work) Scheme?

The Kickstart (Wheels to Work) Scheme is a vehicle loan scheme which aims to help people aged 18 years or older living in the East Riding of Yorkshire to get to work or training. If you are eligible we will provide you with a scooter for up to a year.

Am I eligible to apply for the scheme?

To be eligible to apply for a scooter you must:

  • be aged 18 or older and have a driving licence (full or provisional)

  • be in employment or training

  • not have access to suitable public transport

  • reside inside the boundaries of the East Riding of Yorkshire (not including Hull)

  • be willing to undertake the CBT (Compulsory Basic Training)*

  • be able to secure a scooter at your home address and off the public highway.

* Please note: the council is unable to fund CBT training. You will be required to arrange and fund your own CBT training prior to joining the scheme.

How much does it cost?

Scooter costs

Everyone joining the scheme must pay a £115 start-up fee which includes a £69 refundable deposit as a bond for accidental damage.

You will be required to pay a monthly rental charge from £69 to cover rental fees, insurance, tax and servicing, which must be paid by Direct Debit on the 25th of every month.

Your deposit will be refunded once the scooter is returned at the end of the scheme.

Please note: your deposit will not be refunded if you owe any rent or there is an outstanding damage bill.

What if my circumstances change?

You pay for your scooter on a rolling monthly contract, so if your circumstances change and you don’t need it any more you can cancel at any time.
