They are equipped with clip boards, whistles and in one case binoculars, suggesting they are watching/judging a horse race - the Kiplingcotes Derby perhaps? They include Arthur John Weighton (3rd from left with beard), who ran a veterinary practice based at 2 Park Street, Hull and 188 Hallgate, Cottingham (inherited from his father - see HL : 2017.4).
