Duty to Cooperate

We prepared a report which provides the context against which the East Riding Local Plan (Strategy Document and Allocations Document) has been prepared in relation to satisfying the requirements of the Duty to Cooperate. The duty requires local planning authorities to:

  • engage constructively, actively and on an ongoing basis;
  • and have regard to the activities of other bodies.

Consultation Statement

A Consultation Statement was prepared to explain, in chronological order, the consultation process undertaken on the preparation on the Strategy Document and Allocations Document. The Statement demonstrates that the scope of consultation and the range of techniques which have been employed exceed that required in the Statement of Community Involvement(SCI) and accord with the requirements of the Regulations.

Background documents

A number of background documents were prepared as part of the evidence supporting both the Proposed Submission Strategy Document and the Proposed Submission Allocations Document.

These can be found on our evidence base page and include an Infrastructure Study (2014), Landscape Character Assessment (2013) and Employment Land Review (2013).

What changes were proposed for the Allocations Document?

Since the Proposed Submission Allocations Document was submitted to the Secretary of State on 29 April 2014, a number of potential amendments were  identified. These are set out on our 'Examination in Public' page under the question ' What changes are proposed for the East Riding Local Plan?'

Where can I view the comments made on the Proposed Submission Allocations Document?

A number of responses were received to the Proposed Submission Allocations Document and the accompanying Sustainability Appraisal. Copies of the comments can be viewed on the examination in public page.

How were the sites assessed?

A specific assessment methodology has been used to assess the suitability of the sites identified. We used this, together with your responses to the previous consultation, to prepare the Proposed Submission Allocations Document.

The methodology updates the previous Housing Site Assessment Methodology and fulfils the role of a Sustainability Appraisal of the Allocations Document:

We have also prepared a briefing note which explains how the Site Assessment Methodology incorporates the statutory requirements for Sustainability Appraisal and Strategic Environmental Assessment. It also provides an explanation as to why we have taken the final approach to assessing potential development sites:
