Contractor Permit

Information about parking permits for contractors, including who qualifies for a Contractor Permit, where these are valid, and how to apply.

What is a Contractor Permit?

Contractor Permits are available to contractors who are carrying out manual work at a property located within a Controlled Parking Zone, or on a street that is covered by a Resident Permit Scheme, allowing them to park close-by to the property, so that they can access their vehicle for heavy and/or bulky tools and equipment throughout the day. Contractor Permits give vehicles an exemption from the parking restrictions in certain parking places nearby to properties.

Contractor Permits can only be purchased by the contractor themselves, and cannot be purchased by a property owner on behalf of the contractor.

Contractor Permits are a virtual permit, which are issued through the MiPermit system. Contractors are set up with a Contractor Permit account on MiPermit, and can then purchase daily and weekly Contractor Permits as and when they are required.

If a contractor has a job that is due to last for a few weeks, numerous weekly permits should be purchased. If a job is booked in that is due to last for one month or longer, longer term Contractor Permits are available, however proof of scheduled works must be supplied to the council for consideration. Where are the Controlled Parking Zones within the East Riding?

The council currently has four Controlled Parking Zones. These are Beverley, Bridlington Zone A, Bridlington Zone B and Howden.

Where are the Contractor Permit Scheme locations within the East Riding?

Contractor Permit Scheme locations are as follows:

  • Anlaby - Wilson Street
  • Brough - Grassdale Park, King Edwards Terrace, Saltgrounds Road and Station Road
  • Hessle - Gladstone Street and Grovehill
  • Willerby - Kingsley Drive and Main Street.

How much do Contractor Permits cost?

Contractor Permits cost £10 per day, or £20 per week.

Please note that proof of scheduled works must be supplied before a longer term Contractor Permit is issued.

Where can I park with a Contractor Permit?

Contractor Permits can be used to park in any parking place within your particular Controlled Parking Zone or Resident Permit Scheme location where the adjacent signage states ‘Resident permit holders’. Please see examples of signage below. In Bridlington, the sign also specifies either Zone A or Zone B, such as the in the photograph on the right.

Controlled Parking Zones cover large areas, and Contractor Permits are valid in any qualifying parking bay within the whole zone, whereas Resident Permit Schemes only cover an individual street.

From time to time, the council may need to suspend the use of a number of parking places for reasons such as to enable essential maintenance works to take place. Notices displayed on-street will advise motorists of the dates and times of the suspension.

Contractor Permits will not be valid in any affected parking places during these times, therefore permit holders should make alternative parking arrangements.

How do I apply for a Contractor Permit account?

Before contractors are able to purchase Contractor Permits, they must first apply for a Contractor Permit account via MiPermit. Once the account is approved, contractors are able to purchase daily and weekly Contractor Permits as and when they are required.

In order to apply for a Contractor Permit account, you must provide proof of your business (such as a letterhead or invoice) and also a copy of Professional Indemnity Insurance or Public Liability Insurance in the name of the business.

To apply for a Contractor Permit MiPermit account:

  • Go to the MiPermit website using the button below:

  • Click on the ‘Register/Login’ button
  • Click on the ‘MIPERMIT GLOBAL PORTAL – MiPermit Ltd’ button
  • Click on the ‘Digital Permits’ button
  • Click on the ‘East Riding of Yorkshire Council’ button
  • Click on the ‘Contractor Permits’ button
  • Follow instructions on-screen to apply for a Resident Permit
  • Click ‘Continue’
  • Select ‘Contractor Account’ from the ‘Permit Type’ dropdown menu
  • Click the ‘Browse’ buttons to upload relevant business proofs
  • Enter a start date for the account
  • Fill in the rest of required fields
  • You will be required to enter billing address details – there is no cost to set up a Contractor Permit account, however these details will be used when later purchasing Contractor Permits.

The council will then review your Contractor Account and you will be advised of the outcome via email. We possibly may need to contact you for additional proofs or information before approving your account.

Once your account have been approved, you will be able to purchase Contractor Permits.

How do I purchase Contractor Permits?

Contractor Permits are a virtual permit and are purchased through the MiPermit system. You input your vehicle registration mark when purchasing a permit, then when a Civil Enforcement Officer checks the registration mark on their handheld computer, they can view your permit details.

Contractor Permits can be purchased for one day or one week at a time. If a contractor has a job that is due to last for a few weeks, numerous weekly permits should be purchased. If a job is booked in that is due to last for one month or longer, longer term Contractor Permits are available, however proof of scheduled works must be supplied to the council for consideration.

Contractor Permits are paid for using a credit or debit card, so please also have this to hand when purchasing a permit.

To purchase a daily or weekly Contractor Permit:

  • Go to the MiPermit website using the button below:

  • Log into your MiPermit account

  • Click on the ‘Buy Digital Permits’ button

  • Click on the ‘Contractor Permits’ button

  • Click ‘Continue’

  • Follow instructions on-screen to apply for a Contractor Permit.

Once you have set up a MiPermit account and purchased a Contractor Permit, you will be able to view/amend your permit(s) at any time by logging into your MiPermit account and clicking ‘Manage Digital Permits’.

How do I change the vehicle on my Contractor Permit?

Contractor Permits can only have one vehicle covered by them at any one time, however you can change the vehicle details any time, and as often as you wish, by simply logging into your MiPermit account and clicking ‘Manage Digital Permits’.

If you wish to park more than one vehicle at one time, you will be required to purchase a Contractor Permit for each vehicle.
