Hotel and Guesthouse Visitor Permit

Information about parking permits for visitors to hotels and guesthouses, including who can purchase permits, who can park in reliance of the permits, and how to apply.

What is a Hotel and Guesthouse Visitor Permit?

Hotel and Guesthouse Visitor Permits are available to hotels and guesthouses that are located within Beverley’s Controlled Parking Zone, or within one of Bridlington’s two Controlled Parking Zones. These permits are purchased by the hotel/guesthouse and then issued to their visitors. The permits give visitors an exemption from a limited waiting restriction (a time restriction) in certain parking places nearby to the hotel/guesthouse.

Hotel and Guesthouse Visitor Permits are a virtual permit, which are issued via the MiPermit system. Hotel/guesthouse owners are set up with a MiPermit account, and are allocated the same amount of daily virtual Hotel and Guesthouse Visitor Permits as they have rooms available for guests. For example, if a hotel has 10 rooms for guests, they are allocated 10 Hotel and Guesthouses Visitor Permits per day. The hotel/guesthouse then activates one of their available permits as and when it is required, via their MiPermit account.

Am I able to purchase Hotel and Guesthouse Visitor Permits if I own a Holiday Let?

Owners of a Holiday Let are now entitled to purchase Hotel and Guesthouse Visitor Permits to issue to their guests, as long as the property is registered as non-domestic with the council, and appropriate business rates are being paid.

If the property is registered as a domestic property, with part of the property being let out for guests (such as on Air BnB) then you will unfortunately not be entitled to purchase Hotel and Guesthouse Visitor Permits.

Holiday Lets will only be allocated one virtual Hotel and Guesthouse Permit to use at one time, as these types of property generally only accommodate one booking at a time. If a Holiday Let sleeps a high number of guests, then we will assess permit allocation on a case by case basis.

Where are the Controlled Parking Zones within Beverley and Bridlington?

Beverley has one Controlled Parking Zone, and Bridlington has two, split into Zone A and Zone B.

How much do Hotel and Guesthouse Visitor Permits cost?

There is no cost for a hotel or guesthouse to be set up with the relevant MiPermit account, however Hotel and Guesthouse Visitor Permits cost 14p per day. Premises owners are required to upload a payment method (credit or debit card) to their MiPermit account, and are then charged at the end of the month for any permits used.

Where can my guests park with a Hotel and Guesthouse Visitor Permit?

Hotel and Guesthouse Visitor Permits can be used to park in any parking place within your particular Controlled Parking Zone or Resident Permit Scheme location where the adjacent signage states ‘Resident permit holders’.

From time to time, the council may need to suspend the use of a number of parking places for reasons such as to enable essential maintenance works to take place. Notices displayed on-street will advise motorists of the dates and times of the suspension – Hotel and Guesthouse Visitor Permits will not be valid in any affected parking places during these times, therefore permit holders should make alternative parking arrangements.

How do I obtain Hotel and Guesthouse Visitor Permits for my guests?

In order to purchase Hotel and Guesthouse Visitor Permits, premises owners are required to fill in an application form so that the council can set them up with the relevant MiPermit account. To apply for this account, you will need your Business Rate Reference Number.

To apply for a Hotel and Guesthouse Visitor Permit account:

  • Fill in the application form on the council’s website using the button below:

  • The council will review your application and notify you via email of the outcome
  • If your application is successful, you will receive an email with a link to MiPermit’s website, a username and a temporary pin
  • Click the link and follow instructions on-screen to create a password
  • Click the 'Billing Details' tab at the left hand side of the screen and add your payment method (credit or debit card)

How do I activate Hotel and Guesthouse Visitor Permits for my guests?

Hotel and Guesthouse Visitor Permit account holders can have the same amount of Hotel and Guesthouse Visitor Permits active per day as they have rooms available for guests, for example, if a premises has 10 rooms, 10 permits can be active at one time.

To activate a Hotel and Guesthouse Visitor Permit:

  • Log into the Hotel and Guesthouse Visitor Permit system using the button below:

  • On-screen you should see your account dashboard, displaying the date and time and the permits you have available for activation

  • All unused permits will state 'Not assigned'

  • To activate a permit, click the date and time tab and select the date and time you wish for the permit to begin (you can change the time from AM/PM by clicking the AM/PM button)

  • Click 'OK'

  • Click on the permit you wish to activate, check the start date and time is correct, then enter the Vehicle Registration Mark of your guest’s vehicle

  • Click 'Next'

  • Select the permit duration (all permits expire at midday/12:00pm on the day of expiry)

  • Click 'Confirm'

  • Repeat this procedure for as many permits as you wish to activate.

Please note: that if you set a Hotel and Guesthouse Visitor Permit to start in the future, it will show as ‘Not assigned’ on your dashboard until it becomes active.

You will be charged for every permit that you activate, therefore the council does not recommend that you activate a permit until you are sure that this is needed.

How do I extend the duration of a Hotel and Guesthouse Visitor Permit?

If you need to extend the duration of a Hotel and Guesthouse Visitor Permit:

  • Log into the Hotel and Guesthouse Visitor Permit system using the button below:

  • Click on the 'Current Bookings' tab
  • Click on the permit that you wish to extend
  • Click the 'Extend' button
  • Click the required duration
  • Click 'Confirm'.

How do I cancel a Hotel and Guesthouse Visitor Permit?

If you need to cancel a Hotel and Guesthouse Visitor Permit:

  • Log into the Hotel and Guesthouse Visitor Permit system using the button below:

  • Click on the 'Current Bookings' tab
  • Click on the permit that you wish to cancel
  • Click the 'Cancel Permit' button
  • Click 'Yes' when prompted.

Please note: that you will still be charged for any cancelled permits.

How do I amend the vehicle covered by a Hotel and Guesthouse Visitor Permit I have activated?

If you wish to amend the vehicle covered by a Hotel and Guesthouse Permit you will be required to cancel the permit and then activate a new permit for the new vehicle. Please note that you will still be charged for any cancelled permits.
