Information about Resident Registration Cards, including who qualifies for a registration card and how to purchase or renew these.

What is a Resident Registration Card?

Resident Registration Cards allow residents to purchase Visitor Permits for their visitors, when they live in a Controlled Parking Zone, or on a street that is covered by a Resident Permit Scheme. Visitor Permits can then be used by visitors to park close by to a residency, with an exemption from certain parking restrictions in place.

Residents in possession of a Resident Permit do not need to purchase a Resident Registration Card.

Do I qualify for a Resident Registration Card?

If your property is situated within the boundary of a Controlled Parking Zone, or if you live on a street covered by a Resident Permit Scheme, it is likely that you will qualify for a Resident Registration Card. There may be some exceptions to this however, such as if this is a holiday home and not your primary residency. When installing a Controlled Parking Zone or Resident Permit Scheme, the council assesses each affected property individually.

There are some residencies within Beverley’s Controlled Parking Zone that have off-street parking, therefore residents do not qualify for a Resident Permit, however residents are able to purchase a Resident Registration Card so that their visitors can park on-street.

Where are the Controlled Parking Zones within the East Riding?

The council currently has four Controlled Parking Zones. These are Beverley, Bridlington Zone A, Bridlington Zone B and Howden.

Where are the Resident Permit Scheme locations within the East Riding?

Resident Permit Scheme locations are as follows:

  • Anlaby – Wilson Street
  • Brough – Grassdale Park, King Edwards Terrace, Saltgrounds Road and Station Road
  • Hessle – Gladstone Street and Grovehill
  • Willerby – Kingsley Drive and Main Street.

Do I need to pay for a Resident Registration Card?

Yes. Due to the cost associated with implementing and enforcing a Controlled Parking Zone or Resident Permit Scheme, residents are required to pay for registration cards.

Resident Registration Cards cost £15.00 per year, and need to be renewed annually.

Blue Badge holders are not required to pay for a Resident Registration Card.

Where can my visitors park with a Visitor Permit?

Visitor Permits can be used to park in any parking place within your particular Controlled Parking Zone or Resident Permit Scheme location, where the adjacent signage states ‘Resident permit holders’.

From time to time, the council may need to suspend the use of a number of parking places for reasons such as to enable essential maintenance works to take place. Notices displayed on-street will advise motorists of the dates and times of the suspension – Visitor Permits will not be valid in any affected parking places during these times, therefore permit holders should make alternative parking arrangements.

How do I apply for a Resident Registration Card? (for non-Blue Badge holders)

Resident Registration Cards are a virtual card and are purchased through the MiPermit system. To apply for a Resident Registration Card you will need your Council Tax Reference Number; this can be found on your Council Tax bill. If you are unable to locate your Council Tax Reference Number please contact the Council Tax Department on (01482) 393939.

Resident Registration Cards are paid for using a credit or debit card, so please also have this to hand when purchasing.

To set up a MiPermit account and purchase a Resident Registration Card:

  • Go to the MiPermit website using the button below:

  • Click on the 'Register/Login' button

  • Click on the 'MIPERMIT GLOBAL PORTAL – MiPermit Ltd' button

  • Click on the 'Digital Permits' button

  • Click on the 'East Riding of Yorkshire Council' button

  • Click on the 'Residents Permits' button

  • Follow instructions on-screen to apply for a Resident Registration Card.

Once you have set up a MiPermit account and purchased a Resident Registration Card, you will be able to view this at any time by logging into your MiPermit account and clicking 'Manage Digital Permits'.

What happens if I am a new resident at a property?

On some occasions, there may be a short delay in the Council Tax Reference Number being updated on the MiPermit system once a new resident moves in. If you are unable to purchase a Resident Permit due to the Council Tax Reference Number not being updated, please email parkingnotifications@eastriding.gov.uk with the following information:

  • Your name
  • Your address
  • Your Council Tax Reference Number
  • Proof of residency (such as a copy of a tenancy agreement or mortgage documentation showing your name, the address and the move-in date)

How do I apply for a Resident Registration Card? (for Blue Badge holders)

Blue Badge holders are entitled to a free Resident Registration Card.

To apply for a free Resident Registration Card please click the button below.

Applicants will be required to provide a photograph of the front and back of their Blue Badge and their Blue Badge serial number. You will also need to supply your Council Tax Reference Number - this can be found on your Council Tax bill. If you are unable to locate your Council Tax Reference Number please contact the Council Tax Department on (01482) 393939.

Once the council has received and authorised your application, we will set you up an account on the MiPermit system using the email address supplied with your application.

We will email you the log in details including a temporary password that you should change.

Resident Registration Cards are a virtual card - you will be able to view this at any time by logging into your MiPermit account and clicking 'Manage Digital Permits'.

How do I renew my Resident Registration Card? (for non-Blue Badge holders)

A reminder email will be sent to the email address you used to set up your MiPermit account one month prior to your Resident Registration Card expiring. If you did not use an email address to set up your account, you may not receive a reminder, however it is your responsibility to ensure that you renew your Resident Registration Card in-time.

To renew your Resident Registration Card, simply log into your MiPermit account and click 'Manage Digital Permits' then follow the on-screen prompt to renew the permit.

How do I renew my Resident Registration Card? (for Blue Badge holders)

A reminder email will be sent to the email address used to set up your MiPermit account one month prior to your Resident Registration Card expiring.

To renew, please fill in an application form using the link in the button below and we will notify you via email once this has been renewed.

Proof of eligibility (photograph and serial number of Blue Badge) will have be supplied each time you renew.

What happens if I change address within the same Controlled Parking Zone or Resident Permit Scheme?

If you move within the same Controlled Parking Zone or Resident Permit Scheme, the council will transfer your Resident Registration Card over to your new address.

Resident Registration Cards are not transferrable between different Controlled Parking Zones or Resident Permit Schemes. The exception to this is if a resident moves from Zone A/B in Bridlington to the other zone.

What happens if I no longer need a Resident Registration Card?

If you move home, you should notify the council who will cancel your Resident Registration Card.

Please note: refunds will not be issued for Resident Registration Cards under any circumstances.
