Our administrative Headquarters are at County Hall in Beverley, where you will be based, which is a beautiful historic market town which is highly regarded by the thousands of people who come to our area each year. We are one of the largest local authorities by area in the country covering almost 1,000 square miles. Our area reaches out close to York at the northern point and the North Yorkshire Moors when moving North East embracing 75 kilometres of coast from Flamborough in the North East to Spurn Point at the mouth of the Humber Estuary. We boarder on to Hull and then our area including the iconic Humber Bridge moves West including Goole to our boundary with Pollington running North up the River Derwent towards York. We have many market towns, areas of affluence, some areas of deprivation particularly in parts of Goole, Withernsea and Bridlington as well as the great features of the Yorkshire Wolds which also presents challenges in terms of rural isolation and loneliness. Travel time from York to Beverley is 50 minutes, Leeds to Beverley just over 1 hour. The East Riding has many hidden gems and is a great place to live, work and have fun.

As the Strategic Director of Public Health, you will be responsible for a budget of Revenue Expenditure of circa £12m and a staff group of circa 40 posts.

Public Health Services sits within the Directorate of Adults, Health and Customer Services which is part of our place shaping role of how we support our residents to become even more healthy, active and independent across all ages and with a strong focus on reducing health equalities. We are doing some ground breaking work with our colleagues in leisure services and working with Hull University, East Riding of Yorkshire Clinical Commissioning Group and GP Practices to reach out and engage with our population in a very person centred way.

We have continued to invest both time and resource into the public health portfolio of services as we influence our Partners from business to community; from acute hospitals to the police; from children’s services to Adult Services. We have built a good strong reputation for our public health service but we are not complacent as there are many opportunities that we now want to actively progress and develop by achieving greater influence and outcomes for health and wellbeing across our population and business community.

You will contribute to the work of our nationally recognised Health and Wellbeing Board where our health and care partners come together to plan as a system to support our population.

Like many places, East Riding of Yorkshire has an ageing population, but this is growing faster in the East Riding than most areas as people are living longer and we have many people who come from towns and cities across the North to relocate to our coastal communities to retire and enjoy everything it has to offer. We of course support our older population and welcome those who want to relocate into the East Riding as well as the thousands of visitors and tourists who come to visit us each year and experience the fantastic offer we have working together with all our partners.
We need a Head of Public Health (Director of Public Health) who will be innovative, creative, active, inspirational, have drive and energy and who will embrace opportunities and deliver transformation and be part of our leadership team both within the Directorate and the Council.

We therefore need a talented individual who can achieve a whole system leader approach to accelerate health improvements through a place based and asset approach working with partners across the public and private sector. This will help us achieve the right outcomes for our population, our communities and help us to realise our ambitions by deploying our resources skilfully, creatively and effectively.
The East Riding of Yorkshire Council is seeking a new Director of Children, Families and Schools following the retirement of our current Director in September.
The post is also the statutory post of Director of Children's Services required by the Children Act 2004 and has professional responsibility for children's services including operational matters.
The East Riding is a high performing local authority and we are proud of our services for children, young people and their families. Recent inspection reports for the East Riding have celebrated high quality social work, skilled and motivated staff, strong member and officer leadership, excellent partnership working, outstanding services for care leavers, and a “learning environment where good social work can thrive”. The Council was selected as a ‘Partner in Practice’ by the Department for Education in 2018 to promote innovative practice and to provide support for councils that require improvement.

‘Helping Children and Young People Achieve’ is one of our new corporate priorities. The 2019/20 budget provides significant further investment in services for children and young people with special educational needs, in our school improvement services and in early help and support services.
The Council enjoys excellent relationships with schools, academies, colleges and early years providers across the county. The Council, despite being one of the lowest funded education authorities, has continued to invest in the school-led East Riding School Improvement Partnership which has delivered sustained improvement in the performance of schools over the last five years.
We are looking for a leader who has the vision, drive and resilience needed to build on our successes as you shape our services to meet the needs of children, young people and their families. You will have the attributes to lead our dedicated and highly skilled staff and to sustain excellent relationships with our partners in statutory agencies, the voluntary sector and with leaders across the education community.
You will need to be creative and innovative in taking our work forward, in tackling the challenges facing all local authorities, and in leading the preparation and delivery of the Children and Young People’s Strategic Plan 2020 -2023.
