1.Council tax banding and charges

    Introduction

    Council tax is a yearly tax on domestic properties. The money helps pay for council services such as:

    • bin collections
    • road maintenance
    • education services
    • parks
    • libraries
    • street lighting.

    Some of your council tax also helps pay for services provided by other organisations, such as:

    • Humberside Police
    • Humberside Fire and Rescue.

    The amount of council tax you pay depends on:

    • your personal circumstances
    • the valuation band for your property
    • the amount we need to provide services for East Riding residents. This includes a separate amount for adult social care.
    • any special expenses for services we provide that would normally be provided by a town or parish council.

    Council tax valuation bands

    Homes are placed into valuation bands A to H based on their value on 1 April 1991. Even if the property did not exist then, it is valued on what it would have been worth.

    Increase in council tax for 2026/27

    For each council tax band the tables below show:

    • the council’s charges for general services and adult social care in 2025/26
    • the 2026/27 increase for general services and adult social care
    • the subtotals for each in 2026/27
    • the total amount of council tax payable toward general services and adult social care for each band.

    Appeal my council tax band

    Council tax bands are set by His Majesty's Revenue and Customs (HMRC), not the council. 

    If you think your property is in the wrong band, you can challenge your council tax band on the GOV.UK website. 

    You will need to explain why you think the band is wrong. For example, similar properties on your street may be in a different band. 

    Some companies charge a fee to help people challenge their band. This is not illegal, but it is free to do it yourself. 

    If the HMRC agrees that the band is wrong, they will change it. We will then send you a new council tax bill. If the HMRC disagrees, you can appeal to the independent Valuation Tribunal (external website). 

    Remove a property from the band list

    His Majesty's Revenue and Customs (HMRC) can remove a property from the council tax band list. This means the owner of the property does not need to pay council tax. This is usually a temporary change. The property can be removed if it:

    • is derelict 
    • is undergoing major renovations (this does not include normal levels of building work or repairs) 
    • has been demolished 
    • is now used as a business. 

    Council tax will need to be paid once the property can be lived in again. The council will issue a completion notice which provides a date. Council tax will be owed from this date.
