Introduction

Your council tax bill includes the charges for council services and the adult social care precept. It also includes other charges for the Hull and East Yorkshire Combined Authority and services provided by other organisations. These may include:

• parish and town council fees
• police and fire service precepts
• other charges known as levies.

Depending on your personal circumstances, you might also see further charges for:

• empty homes premium
• second home premium.

Adult social care

Adult social care provides care for older and vulnerable people (such as people with a learning or physical disability):

• in their own homes
• in a residential home, or
• in a nursing care home.

The government recognises that due to the numbers of people living longer with conditions that require some assistance with daily living, the cost of providing adult social care across the UK is rising.

The adult social care precept was introduced in 2016/17 to help local authorities, like us, generate funds to pay for adult social care.

Hull and East Yorkshire Combined Authority

The Hull and East Yorkshire Combined Authority is a devolved body that exercises certain powers granted to it by national government. The Combined Authority is led by an elected Mayor. The Combined Authority has chosen not to precept on your council tax bill for 2026/27.

Precepts and levies

Precepts are a tax to pay for services provided by:

Levies help fund shared services, like flood defence or transport.
