Introduction

We deliver a range of services to people who live and work in the East Riding of Yorkshire. The council tax we collect goes towards the cost of providing these services.

In 2026/27, we plan to invest over £1.1 billion in services for residents, businesses and visitors. This includes the following:

• Over £300 million on care services for older people and those with disabilities
  This includes developing suitable housing for vulnerable people. This helps people remain independent and within their own community for longer, reducing the need for long-term care.
• Over £50 million on children's social care
  This includes a programme of work to develop a wider range of more accessible support to children and young people with special educational needs and disabilities (SEND).
• £39 million
  invested in high quality leisure facilities, libraries, and the customer service network.
• Over £11 million on economic regeneration
  This supports a range of activities, including helping to maintain, enhance and regenerate our towns, villages and high streets as attractive, safe, digitally connected, and healthy centres for business, residents and visitors.
• Over £77 million on housing and public protection
  The council owns and rents 11,196 dwellings and over the next four years will aim to build or acquire 897 new affordable homes.

Budgets for our main services

Our budget (gross expenditure) this year is £1,174 million. This is an increase of 4.99 per cent compared to 2025/26. This consists of a 2.99 per cent increase for general council services and 2 per cent increase for adult social care.

This year we need to collect 21.8 per cent of our budget from council tax. This is £255.6 million (including special expenses).

Town and parish council precepts

Each town or parish council provides a different level of service based on the individual requirements of the area it serves. They prepare a yearly budget and decide how much funding they need to provide services for the next year.

They send a request to us for this funding. This is known as a precept. We collect the precept amount as part of the council tax and pay it to the town or parish council.

Any precept for the town or parish council you live in is shown as a separate item on your bill.

Special expenses

Special expenses are charges for services we provide, such as maintenance of parks, open spaces and closed churchyards, which in other areas of the East Riding are provided by town and parish councils.
