How to tell us if you have had a change of circumstances, wanto to change to paperless billing or need to update your Direct Debit details.

How can I update my Direct Debit details?

You need to do this on our new secure online council tax service, the Citizen Access Revenues website.

If you are using this new service for the first time you will need at least two of the following to register:

  • your current postcode  
  • your 10-character 'online reference' from the back, top-right of your council tax bill (if you have one)
  • the last three digits of a telephone number you have registered with us
  • the last three digits of your bank account number (if you pay by Direct Debit)

Amend a Direct Debit on the Citizens Access Revenues website

I'm moving, what do I need to do?

You need to tell us who is moving in or out of the property, and whether you're moving to, out of, or within the East Riding. 

If you already live within the East Riding and have a council tax account, this one must be closed and a new one will be opened for you. Council tax accounts are not carried over from your old property to your new property.

You need to do this on our new secure online council tax service, the Citizen Access Revenues website.

If you are using this new service for the first time you will need at least two of the following to register:

  • current postcode
  • your 10-character 'online reference' from the back, top-right of your council tax bill (only if you're a current East Riding resident)
  • last three digits of a telephone number you have registered with us
  • last three digits of your bank account number (if you currently pay by Direct Debit)

and

  • your council tax account reference (top right corner of your council tax bill)
  • your full name

Please note: If you are moving into the East Riding for the first time, and want to register for council tax, on the link below, navigate to the "Tell us that you have moved home" section, and select "I am moving into the East Riding of Yorkshire."You will be unable to register for our new online council tax service until you have completed this step.

Tell us about a change of address or new property on the Citizen Access Revenues website 

There is a change of tenancy in my property, what do I do?

If you are a landlord or letting agent, you can tell us about a change of tenancy online. You need to do this on our new secure online council tax service, the Citizen Access Revenues website.

Select the 'View landlord or agent services' button at the bottom of the homepage.

Can I change to paperless billing?

Yes. The paperless billing system gives you the option to view your council tax bills online rather than receiving them in the post. This is better for the environment and saves money on postage and paper.

You need to do this on our new secure online council tax service, the Citizen Access Revenues website.

Step 1 - Register on the Citizen Access Revenues website

If you haven't already done so, it's simple to register, and following registration and authentication, your council tax bills can be viewed electronically.

If you are using our new secure online council tax service, Citizen Access Revenues, for the first time you will need at least two of the following:

  • current postcode
  • your 10-character 'online reference' from the back, top-right of your council tax bill (only if you're a current East Riding resident)
  • last three digits of a telephone number you have registered with us
  • last three digits of your bank account number (if you pay by Direct Debit)

and

  • your council tax account reference (top-right corner of your council tax bill)
  • your full name
