    Introduction

Every year, each admission authority must review and officially set (or "determine") the admission arrangements for their schools by 28 February.

This page explains how these arrangements are determined, who is responsible, and when consultations are required. You can find the specific arrangements for each school year on the following pages, and the related documents are available to download in PDF format.

    About admission arrangements

    Admission arrangements include:

    • the number of places available in the school entry year. This is called the Published Admission Number (PAN).
    • how preferences for school places will be considered if there are more applications than available places. This is called the Oversubscription criteria.

Together, these make up what’s often known as the ‘Admissions policy’.

    Admission authorities

    An admission authority can be:

    • the Local Authority
    • a governing body
    • an academy trust.

East Riding council is the admission authority for community and voluntary controlled schools in East Riding of Yorkshire. The council oversees 96 primary, infant, junior, and secondary schools across the area.

    Changes to admission arrangements

If an admission authority wants to change its admission arrangements, it must consult the public on any proposed changes.

Even if there are no proposed changes, a consultation must be held at least every seven years.

    Coordinated admissions schemes

Each year, the council must update its policies for processing admission applications between schools and other local authorities. These are known as ‘coordinated admissions schemes’. The information about these arrangements can be viewed alongside the other documents on the following pages, for each relevant school year.

    The annual admissions report

Our report on school admissions in the East Riding for the 2025-26 school year is available below. It includes information and statistics on school admissions, such as local coordination and fair access.

This report is sent to the Office of the Schools Adjudicator (OSA), where it is reviewed alongside reports from other local authorities. The Chief Adjudicator then makes recommendations to the Department for Education.

    Proposed deal from government

The Government signed a provisional devolution deal with Hull and East Yorkshire Councils on 27 November 2023.

This document commits the government to providing new investment and powers to Hull and East Yorkshire if the devolution plans are approved.

Hull and East Yorkshire Mayoral Combined Authority Proposal

In addition, Hull City Council and East Riding of Yorkshire Council have produced a draft 'Proposal’ document, setting out the goals of establishing a Mayoral Combined Authority.

The Proposal is a key part of the process required by law to make changes to current local governance arrangements.

The Proposal sets out the local economic context, why we need change, what we're proposing to do, and how the devolution powers and investment agreed help deliver that.

It also provides more information on setting up the Hull and East Yorkshire Mayoral Combined Authority (MCA).

    Consultation

The Proposal forms the basis of our consultation and is available to view online, or on request as a hard copy from your local library.

The Proposal remains in draft until the completion of the public consultation, when it may be updated in response to public feedback. Should the decision be made to proceed with devolution arrangement, the final Proposal will be submitted to the Secretary of State.
