    Introduction

Between 11 October and 30 November, the council consulted on the admission arrangements for community and voluntary-controlled schools for the 2025-26 school year.

On 30 January 2024, East Riding of Yorkshire’s cabinet determined the local authority’s admission arrangements and coordinated schemes for 2025-26.

    Summary of changes

The majority of the 2025-26 arrangements (which are currently in draft form) are the same as previous years. However, there are also some more significant changes, as shown below. Detailed information can be also found in the ‘Summary of Key Changes’ document.

Admissions documents for the 2025/26 school year

The following documents relate to the admissions arrangements for the 2025/26 school year, and are available to download in PDF format.

    Please note:

The Fair Access Protocol is included with the other documents here, but it only takes effect once most schools in East Riding agree to it. This protocol itself is reviewed separately from the council’s yearly admission arrangements.

    Schools Adjudicator ruling

Changes this year include updates to meet a Schools Adjudicator’s ruling on admissions, following a review of a local academy trust’s policies. Because those policies were linked to council arrangements, the council has adjusted its own admissions policies for 2025-26 to match the ruling.

Most of these updates were to improve clarity, but one major change affects the feeder school criteria. Previously, children had to attend a feeder school for several years to get priority at a linked junior or secondary school. The Adjudicator ruled this unfair, and so now any time spent at a feeder school will count. This change is also reflected in all of the related policy documents.

Changes to Published Admission Numbers (PANS)

Changes to the Published Admission Numbers (PANs) were proposed by the council or the governing bodies of community and voluntary-controlled schools for the following six schools:

    • Aldborough Primary School – PAN decreased from 30 to 15 for reception
    • Barmby on the Marsh Primary School – PAN increased from 8 to 12 for reception
    • Flamborough CE VC Primary School – PAN decreased from 20 to 15 for reception
    • Headlands School – PAN increased from 200 to 210 for year 7
    • Nafferton Primary School – PAN increased from 40 to 45 for reception
    • Pocklington CE Infant School – PAN increased from 60 to 90 for reception.

All of these changes were approved, and the ‘Summary of Key Changes’ document explains the reasons for them. You can view this document below.

    Other admissions arrangements changes

Minor changes were made this year to clarify:

    • what happens if a parent/carer moves home during an admissions application
    • that both head teachers and governors can request changes to the number of 'in-year' school places in a year group
    • the process the Council will follow if parents/carers disagree on their child’s school preferences.
