On this page:

    Introduction

Personal budgets offer families greater choice and control over funding, allowing support to be tailored to individual needs. These are available for special educational needs and disabilities (SEND), health care, and transport.

Personal budgets for special education needs

If your child or young person has an education, health and care plan (EHCP), it will list the support they need and the cost of providing it.

As a parent or carer, if you want more say in how the funding is spent, you can ask for a personal budget.

A personal budget is not additional funding but allows you to purchase some of the services and support your child or young person’s needs. This can help meet their needs in a different way.

    Personal transport budgets

A personal transport budget (PTB) is money given to parents and/or carers. It enables them choose the best way for their child or young person to travel to and from school or college. A PTB is another option instead of council transport.

    Who this funding is for

You can apply for a personal transport budget if your child qualifies for home to school or college transport.

    Health budgets

A personal health budget is money given to someone to help them get the health and care support they need. It lets them choose and arrange services in a way that works best for them. This could include things like:

    • paying for carers
    • therapy sessions
    • specialist equipment.

The aim is to give people more control over their care and how their needs are met.

    Who this funding is for

This funding is for children and young people who:

    • are aged 25 or younger
    • qualify for NHS Continuing Care
    • live in the UK.

    How to apply

Your child or young person will be offered a personal budget when they are assessed for NHS Continuing Care, or when a review is carried out.

If you would like to discuss this further, contact the continuing care nurse at Humber and North Yorkshire ICB on either of the following methods:

    Please note:

A young person with either of these plans can ask for a personal budget themselves if they are 16 or older.

    Please note:

If you would like to manage some services yourself, and ask us, or a third party, to manage the others, please speak with your named worker. They'll:

    • discuss your requirements
    • make the necessary arrangements.

    Who personal budgets are for

You can request a personal budget if your child or young person currently has, or is being assessed for:

    How to apply

To apply for a personal budget, speak to your named worker, such as a social worker or education, health and care officer (EHCO).

Ways to receive your personal budget

It's your choice how you receive the personal budget. You have three options:

    • Managed by you or your young person - you’ll get a direct payment from us and manage your child or young person's budget. Your young person can also manage it if they are aged 16 or older and have the mental capacity to do so. This option gives the most control, as you can buy and manage services yourself.

    • Managed by a third party - you can ask someone else to manage the money for you. They will buy the support and services listed in the education, health and care plan (EHCP). This works well if you don’t want to handle the money but still want to make all the decisions.
    • Managed by the council - your money can be managed by your child or young person's school, college, other education setting, or the council. This is a good option if you'd rather have someone else arrange the support or services for you.

What a personal budget can be used for

You can use a personal budget for services like:

    • short breaks, including nursing care
    • personal care, such as health care
    • specialist equipment
    • specialist workers in schools or colleges
    • support workers at home
    • extra therapies not covered by the council's usual health services.

    Support with your personal budget

If you have a personal budget and want to speak to someone about it, contact your named worker, such as a social worker or EHC plan coordinator.
