Council serves closure order on Beverley property following reports of anti-social behaviour

Monday, 27 April 2026

East Riding of Yorkshire Council has secured a partial closure order on a council‑owned property in Beverley after sustained reports of serious anti-social behaviour, criminal activity and drug use.

The order was granted by Beverley Magistrates’ Court on Wednesday 22 April against a flat on Watts Road in Beverley.

Under the order, no one is permitted to enter the property for a period of three months, except for the resident, two other named individuals, council officers, police, emergency services or utility providers.

Anyone else found entering or remaining at the premises without a reasonable excuse could face a fine, imprisonment, or both.

The order was formally served later the same day by a member of the council’s antisocial behaviour team and will remain in place until Wednesday 22 July.

The magistrates’ court heard that the council’s anti‑social behaviour team had received numerous complaints from nearby residents and Humberside Police about ongoing disorder, criminal activity and drug use linked to the address. Humberside Police earlier in the year also conducted a warrant under Section 23 of the Misuse of Drugs Act.

Neighbours reported that the problems began several years ago and were associated with the tenant and frequent visitors to the property. Large numbers of people were said to visit the flat daily, causing persistent nuisance and disruption in the surrounding area. Some visitors were believed to be involved in drug dealing.

Despite repeated interventions by agencies, the issues continued in recent months. Residents described the ongoing issues as 'unacceptable' and 'damaging' to the local community.

As a result, the council sought the partial closure order to protect those living nearby, restore their quality of life, and also safeguard the resident of the property, enabling them to live in their home peacefully.

Councillor Lyn Healing, East Riding of Yorkshire Council cabinet member for communities and public protection, said: “Promoting safe and supportive communities is a key priority for East Riding of Yorkshire Council.

"We will continue to take all firm steps to tackle anti-social behaviour in the area, wherever necessary.”
