Hull man fined after his waste was dumped in Holderness countryside

Friday, 13 March 2026

A man from Hull has been fined by a court after waste belonging to his business was found dumped on a roadside in rural Holderness.

General waste and cardboard boxes belonging to Olijan Haxhia, of Ferensway Hull, were found on a grass verge in Lambwath Lane, New Ellerby, in autumn 2023.

Haxhia, pleaded guilty to failing in his duty of care to ensure his business waste was disposed of correctly when he appeared at Beverley Magistrates’ Court on Wednesday 4 March.

He was fined £120 and ordered to pay £811.70 costs and a £48 victim surcharge – a total of £959.70.

The court heard streetscene enforcement officers from East Riding of Yorkshire Council found bin bags and cardboard boxes on a grass verge in Lambwath Lane, New Ellerby, on 11 October 2023.

Investigations found the business waste belonged to Haxhia, who said he had given the rubbish to someone else to get rid of.

Residents and business people are responsible for disposing of their own waste properly and legally.

Carl Skelton, director of streetscene services at East Riding of Yorkshire Council, said: “People should never dump waste, whether if it’s from a household or a business, there are proper and legal ways of disposing of it.

“We will always take action where we can against anyone fly-tipping rubbish.”

Anyone caught fly-tipping in the East Riding could be ordered to pay a fixed penalty of up to £1,000 or the case could be taken to court, where they face an unlimited fine or even imprisonment.

In addition any vehicles used in connection with the fly-tipping of waste can be seized and destroyed.
