East Riding Design Code

The East Riding Design Code is a Supplementary Planning Document (SPD) that sets clear design expectations to improve development quality across the East Riding of Yorkshire.

It applies to all new developments, ensuring that they are context-responsive, sustainable, and biodiverse. It includes a compliance checklist, and a Householder version for extensions.

What is the East Riding Design Code?

The East Riding Design Code has been prepared to clearly set out design expectations and improve the quality of new development across the whole of the East Riding of Yorkshire.

The East Riding Design Code is a Supplementary Planning Document (SPD) supporting policies in the East Riding Local Plan. This means it is a material consideration in the determination of planning applications. It is relevant to all new developments, for all uses, including extensions to existing buildings.

The design code seeks to ensure that all development is responsive to its context, sits comfortably in the landscape, and encourages biodiverse and sustainable choices.

Householder development

A household development version of the design code has been created to make it easier to see the codes and key guidance which are for extensions to existing houses.

All the chapter numbers and code numbers in this version of the document are the same as in the full code but they are all in one place for ease of use.

Some changes to existing houses can be made without planning approval under permitted development rights. Find out if you’ll need planning permission.

Compliance checklist

The design code compliance checklist is a validation requirement for all applications including a design element. A series of checklists have been developed to work for different types of application.

The compliance checklists can be found in appendix G of the Design Code.

For more information on demonstrating compliance with the Design Code see 1.6 of the code. The document called 'compliance checklist guidance' provides a visual guide to completing the checklists.

For all other prior approvals advice should be sought from the local planning authority to determine whether a compliance checklist is required.

Supporting information

The Design Code was adopted in April 2025 and was developed in accordance with the council's Statement of Community Involvement. Minor updates have been made in September 2025 through delegated authority agreed at the time of adoption.

The authority has been preparing the East Riding Design Code since 2021. A variety of consultation and engagement has taken place at different stages throughout the preparation of the code. Further information can be found in the October 2024 and December 2024 Consultation Statements.

Appendix B of the Design Code provides a list of relevant supporting guidance documents which have fed into the development of the code.

The council has produced other supplementary planning documents which cover housing, sustainable transport, open space, the lower Derwent Valley and flood risk.

Identity and Context documents

It is the authority's intention to produce Identity and Context documents for individual settlements across the East Riding of Yorkshire where there is no existing settlement specific design guidance, such as a neighbourhood plan.

Identity and Context will cover typical materials and design features, giving a finer grain of detail than is possible in the East Riding Design Code.
