What is the East Riding Local Plan Update?

The East Riding Local Plan Update is the name for the suite of planning documents that together provide the long term development plan for the East Riding. This means that they are the starting point for determining planning applications and guiding investment decisions. It replaced the Local Plan adopted in 2016.

The plan covers the period 2020-2039 and contains planning policies to guide development decisions. It also allocates sites that will provide new housing and employment opportunities. The plan is made up of a Strategy Document Update and Allocations Document Update, accompanied by a Policies Map.

Strategy Document Update

The Strategy Document Update sets the overall strategic direction for the Local Plan Update, providing policies to guide decisions on planning applications. It was adopted by the council at its meeting on 2 April 2025.

The Strategy Document Update is available to view below or can be downloaded as a PDF document.

Allocations Document Update

The Allocations Document Update allocates sites for development (such as for housing, retail, industry or land for transport schemes). It was adopted by the council at its meeting on 2 April 2025.

The Allocations Document Update can be downloaded as a PDF document or you can search for the policies for individual sites using the sites directory.

Policies Maps Update

The Local Plan Update documents are complemented by a Policies Map Update. It shows designations, such as areas of open space or biodiversity assets, and allocations for land uses such as housing, identified in specific policies of the Strategy Document Update and Allocations Document Update.

Local Development Scheme

The Local Development Scheme (LDS) sets out the documents we will prepare as part of the Local Plan over the next 3 years. Our LDS provides the community and other partners with information on the different Local Plan Update documents for the area, as well as the timescale.

Statement of Community Involvement

The Statement of Community Involvement, or SCI, sets out the way the council will involve the local community, stakeholders and statutory bodies in the preparation and revision of the East Riding Local Plan. It identifies who will be involved, and when and how they will be involved.

The Statement of Community Involvement also describes the council’s procedures and arrangements for involving the community when considering planning applications and major proposals for development.

Adoption Statement

The Strategy Document Update and Allocations Document Update were adopted on 2 April 2025. The regulations require that the council prepare an adoption Statement for the plan and in relation to the Strategic Environmental Assessment (SEA).

Preparing the Local Plan Update

The Local Plan Update was prepared over a number of stages, each of which included collating and preparing evidence, publishing documents for consultation and inviting comments.
