A new Local Plan

In light of recent reforms to the national planning system, East Riding of Yorkshire Council has begun preparation of a new Local Plan, looking to 2045.

The new Local Plan will set out the long-term strategy for the East Riding. When adopted, it will become the starting point for determining planning applications and guiding investment decisions. The current adopted Local Plan is the East Riding Local Plan Update (adopted 2025).

Latest consultation

The next consultation stage for preparing the new local plan will take place in early 2027. If you would like to be kept up to date on local plan matters, please see the 'How can you get involved?' section below.

Scoping document

The fist consultation stage in preparing a new local plan asked for your views on a range of planning matters, and was presented through our Local Plan Scoping Consultation.

The consultation period took place between Monday 20 July and Monday 31 August 2026.

In line with the Town and Country Planning (Local Planning) (England) 2026 regulations, we published a formal Notice of Scoping Consultation, which sets out more details on this consultation stage including how representations were to be made and how to request to be notified of future stages of Local Plan preparation.

Notice of intention to commence local plan preparation

East Riding Local Plan

East Riding of Yorkshire Council is required to publish a formal Notice of Intention to Commence Local Plan Preparation under Regulation 19 of The Town and Country Planning (Local Planning) (England) Regulations 2026 before starting to prepare a new local plan under the new 30 month local plan process on 30 October 2026. This notice confirms that the council is beginning work under the new plan making system and sets the point at which the statutory timetable officially begins. This notice was made available, in accordance with Regulation 88 of the above regulations, on 29 June 2026.

The East Riding Local Plan will be prepared by East Riding of Yorkshire Council as a single authority plan. It will cover the administrative boundary of the East Riding of Yorkshire (ONS Code: E06000011). A map of the plan area is provided below.

Throughout the plan making process, the plan will be referred to by its title 'East Riding Local Plan'. Minerals and waste policies will be incorporated into this Local Plan.

The Local Plan Timetable, which sets out the stages and key dates for preparing the plan, is available to view above. Publishing the key dates in the plan’s preparation and reviewing them on a regular basis helps stakeholders understand the timeline for preparation and ensures transparency as the council moves into the new plan making system.

How can you get involved?

We will keep you informed and provide opportunities for you to get involved throughout the preparation of the Local Plan. This will include early engagement, followed by formal public consultations at key stages and further opportunities to participate during the examination process.

We will send periodic updates on matters related to the preparation of the Local Plan. If you wish to receive updates, please contact the Forward Planning team at forward.planning@eastriding.gov.uk. Your information will be used in line with our privacy notice.

As part of our first public consultation, we are asking how we can get you involved in local plan making. We have set out a draft Local Plan Consultation and Engagement Plan and would welcome your views (see below).

Local Plan Baseline

As part of commencing work on the new Local Plan, we are required to establish a baseline of evidence by collecting, mapping and analysing data about the area, in order to shape the direction of early plan‑making, inform our vision, and prepare the supporting evidence base.

Local Plan Library

We have created a Local Plan Library bringing together all the documents, evidence and background material we used to prepare the current Local Plan, along with additional resources that will help inform the development of the next Local Plan.

Land submissions

As part of preparing the Local Plan 2045 under the new national plan‑making system, we must ensure we have an up‑to‑date understanding of the land that may be available for development. To support this, we launched a Call for Sites in August 2025, inviting landowners, developers and the community to submit land that could be considered for a range of future uses such as housing and employment. We also carried out a dedicated Call for Sites exercise for minerals and waste development.

We have received over 800 submissions to date, all of which are available to view on our interactive map. The submission form remains open so that additional sites or supporting information can be provided, and we will keep the map updated over time.

At this stage, we are still in the “identifying sites” phase. Site assessment will begin once we have finalised a site assessment methodology. The new national guidance sets out a four‑stage approach to site identification, assessment and selection, and we will follow this when reviewing the land submitted.

We will keep stakeholders updated as the Local Plan progresses, including when site assessment work begins and how you can get involved in future stages.
