Local Plan Update preparation and adoption

This page provides information on how the Local Plan Update was prepared and includes details on the examination process which took place 2023 and 2024.

What were the stages in preparing the East Riding Local Plan Update?

The following list sets out the stages undertaken to prepare the Local Plan Update. Each of the stages involved preparing consultation documents and inviting comments.

Local Plan Options

The Local Plan Options Consultation document was published in December 2018.

Draft Local Plan

A Draft of the Strategy Document Update and Allocations Document Update was published in August 2021.

A Draft Policies Map was also prepared alongside the above documents. Copies of maps for individual settlements are available on request from the Forward Planning team.

Proposed Submission

The Proposed Submission version of the Local Plan Update was the version that the council considered to be suitable for examination by an independent planning inspector. The documents were published in October 2022.

A Proposed Submission Policies Map was also prepared alongside the above documents. Copies of the map were subsequently submitted and can viewed below in the submission library below.

Submission

The Local Plan Update was submitted on 31 March 2023. It was submitted to the Planning Inspectorate to examine the documents in line with national planning policy. All documents submitted to the Planning Inspectorate are available to view in the Submission library below.

Examination

The examination of the Local Plan Update followed the submission and ultimately concluded with Inspector issuing her report in December 2024. This included a the identification of a series of main modifications to make the plan ‘sound’.

As part of the examination, the Inspector invited written statements on 14 separate matters and led a series of hearing sessions. Additional documents considered through the examination are available to view in the examination library.

Submission library

A number of documents were submitted by the council for examination. The submission document library below includes the Local Plan Update documents, including printable policies maps for individual settlements, the Sustainability Appraisal (including, site assessments), recent evidence base and background documents. The file below details all the documents in the library and these can be accessed via the table below:

Written statements

Examination hearings programme

Following submission of the council’s documents and the written statements in response to the matters identified, the Inspector set out a programme of hearing sessions. These took place between 31 October and 16 November 2023, with a further session on 16 July 2024.

Inspector’s post hearing letter

In December 2023, and following the hearing sessions of October and November 2023, the Inspector wrote to the council outlining a number of matters for further examination.

Following consideration of all submissions and representations the Inspector issued her final report dated 30 December 2024.

Main modifications

The Inspector’s final report identified a number of main modifications to the submitted Local Plan Update that would be required to make the plan sound. These are listed in the document below:

The council also identified a number of minor modifications to be made to the submitted Local Plan Update. These modifications provide factual updates corrections or offer additional clarity. They do address issues of soundness (see main modifications). The minor modifications are set out below and include changes to the Policies Map.
