Has a Neighbourhood Development Plan been prepared for Barmby Moor?

Yes. Following a positive referendum result on 29th June 2023, East Riding of Yorkshire Council formally 'made' (adopted) the Barmby Moor Neighbourhood Plan (2022-2037). The plan now forms part of the East Riding Development Plan in accordance with Regulation 19 of the Neighbourhood Planning (General) Regulations 2012.

The Barmby Moor Neighbourhood Plan (BMNP), prepared by Barmby Moor Parish Council, was submitted to East Riding of Yorkshire Council for examination. East Riding of Yorkshire Council undertook a public consultation on the BMNP from Monday 26 September to Monday 7 November 2022 (under Regulation 16).

An Independent Examiner was appointed to examine whether the BMNP met the ‘basic conditions’ as set out in Schedule 4B to the Town and Country Planning Act 1990, and whether the BMNP should proceed to a referendum. The Examiner’s Report recommended a number of modifications to the BMNP, which are required to ensure the BMNP complies with the basic conditions and other relevant statutory provisions

Having considered the recommended modifications, as set out in the Examiner’s Report and the reasons for them, East Riding of Yorkshire Council has agreed to accept these modifications are made to the BMNP in accordance with paragraph 12(6) of Schedule 4B to the Town and Country Planning Act 1990. The council has issued its Decision Statement, which confirms the BMNP will proceed to referendum subject to the Examiner’s modifications.

Once adopted, the Neighbourhood Plan will be used with the East Riding Local Plan to provide locally specific planning policies, detailed advice and guidance for the determination of planning applications in the Barmby Moor Neighbourhood Area.

How can I get involved with the Barmby Moor Neighbourhood Development Plan?

Barmby Moor Parish Council have led the preparation of their Neighbourhood Development Plan with support from East Riding of Yorkshire Council. The plan has been through the statutory consultation, examination and adoption stages. If you would like to know more about the process of preparing the plan, you should contact the parish council in the first instance.

Will the Barmby Moor Neighbourhood Development Plan look to allocate sites for development?

The Barmby Moor Neighbourhood Development Plan (see above) does not propose to allocate sites for development.

When was the Barmby Moor neighbourhood area designated?

The Barmby Moor Neighbourhood Area was formally designated by the council on 22 March 2016 following a period of public consultation from 1 February 2016 to 14 March 2016. A decision record is set out below together with a copy of the application and a schedule of responses:
