What is the Cottingham Neighbourhood Plan and Design Guide 2015-2029?

The Cottingham Neighbourhood Plan and Design Guide 2015-2029 was formally ‘made’ (adopted) by East Riding of Yorkshire Council following the announcement of a positive referendum. The referendum was held on 15 February 2018 and 92.18% of those who voted were in favour of the plan. The Cottingham Neighbourhood Plan is the council's first of its kind. A Neighbourhood Plan which has been made becomes a part of the planning authority's statutory development plan. Applications for planning permission must be determined in accordance with the development plan unless material considerations indicate otherwise. With a neighbourhood plan, communities can create a vision and planning policies for the use and development of land in their neighbourhood.

How can I get involved with the Cottingham Neighbourhood Development Plan?

Contact Cottingham Parish Council if you would like to be involved in any changes to the Cottingham Neighbourhood Plan. A link to the Parish Council website is provided below:

Will the Cottingham Neighbourhood Development Plan look to allocate sites for development?

No. The East Riding Local Plan will continue to allocate specific sites for development in Cottingham. However, the Neighbourhood Development Plan will include 'concept statements' for each of the allocated sites set out in the East Riding Local Plan to help guide future developers towards a design solution that accords with community aspirations. The Neighbourhood Development Plan will also provide general policies for development in Cottingham and a design guide.

When was the Cottingham neighbourhood area designated?

The Cottingham neighbourhood area was formally designated at the council meeting of 12 June 2013. This followed a recommendation by the cabinet on 9 April 2013 after a period of public consultation.

Was there any consultation on the Cottingham neighbourhood area application?

Yes. A 6-week consultation on the proposed Cottingham neighbourhood area was held between 7 January and 18 January 2013 so that people living, working and carrying-out business in Cottingham could let us know their views on the proposed area. The majority of respondents were supportive of designating the parish boundary as a neighbourhood area. The comments received to the consultation can be found in Appendix B of the Cabinet report, available to download above.
