Introducing the new East Riding ‘Learning Disability BIG PLAN’

The Learning Disability Partnership Board has worked with its members to create a new learning disability strategy called The Learning Disability BIG PLAN.

The ‘Learning Disability BIG PLAN’ which is in place from now until 2031, sets out a clear vision for how the council and its partners will work collaboratively and support people with a learning disability to live full, independent, and meaningful lives over the next five years.

To create the plan, the council listened to the voices of residents with lived experience through surveys, focus groups, and consultations.

This collaborative approach ensures the plan is shaped by people, for people and truly reflects the experiences, aspirations, and priorities of local people.

The eight Learning Disability BIG PLAN Priorities:

  • Having a home
    Ensuring people with a learning disability have access to safe, secure, and appropriate housing options. Somewhere they call home.
  • Being part of an inclusive community
    Supporting people to participate fully in community life and feel connected to the places where they live.
  • Meaningful activities during the day
    Increasing opportunities for employment, volunteering, learning, and social activities.
  • Staying healthy in body and mind
    Improving access to physical and mental health support, promoting wellbeing, and reducing health inequalities.
  • Support through life changes
    Making sure people receive the right help at key transition points, including childhood to adulthood, changes in care needs, or life events.
  • The right support for carers
    Recognising and valuing unpaid carers by improving access to information, respite, and practical support.
  • Having a voice and being heard
    Strengthening opportunities for people with a learning disability, and their carers, to be listened to, influence decisions and shape services.
  • Being Safe People with learning disabilities should feel safe in their day to day lives, both in their own home and in the community, protecting them from all types of abuse.

Progress of the action plan will be monitored and reviewed by the Learning Disability Partnership Board, ensuring accountability and continual improvement throughout the life of the strategy.

Councillor Jonathon Owen, cabinet member for adults, health and care at East Riding of Yorkshire Council, said: “This strategy represents a powerful step forward in how we support people with a learning disability across the East Riding.

‘’The plan also aims to guide local organisations and services, encouraging them to embed its priorities into their everyday practice so that support is consistent, collaborative, and person-centred across the area. Our commitment is to ensure people feel valued, included, and able to lead fulfilling lives, now and in the future.’’

Anna Thornham, co-chair on the Learning Disability Partnership Board, said: “Our goal is to make sure people with a learning disability get support in the themed areas. We all have a voice, whether we have a learning disability or not, people need to listen to what we have to say and understand the way we say it”
