Council serves partial closure order on home in Goole

East Riding of Yorkshire Council has obtained a partial closure order on a property in Goole following reports of serious incidents of anti-social behaviour, criminal activity and drug use. 

The partial closure order was granted by Beverley magistrates on Wednesday 7 August against 37 Lime Tree Avenue, Goole, a terraced house owned by the council. 

The order means no one can enter the property for three months, except for the three residents, two other named people, officers from the council, police, other emergency services or utility providers. 

Anyone else who enters or stays on the premises without a reasonable excuse can be fined, imprisoned or both. 

A member of the council’s anti-social behaviour team served the order later in the day on Wednesday 7 August. The order runs until 6 November this year. 

Beverley Magistrates’ Court heard officers from the council’s anti-social behaviour team received numerous complaints from several nearby residents and Humberside Police about disorder, criminal activity, violence, harassment, verbal abuse and drug use at 37 Lime Tree Avenue. 

Neighbours said the issues started in 2023 and were caused by one of the tenants and visitors to the proprty. Many people were seen to visit the house on a daily basis whilst under the influence of drugs or alcohol. They were thought to be involved in dealing.

In recent months, the seriousness of the incidents escalated despite interventions by both the police and council. 

Nuisance caused to people living nearby was described as ‘very serious’, with residents fearing for the safety of themselves and their homes. 

Therefore, the council served the partial closure order to protect people living nearby, enable their quality of life to return to a good standard, and also to help safeguard the three residents living in the house to enable them to live in their home peacefully.  

Nigel Brignall, manager of the council’s anti-social behaviour team said: “Over recent months there has been an increase in serious nuisance and disorder caused, in the main, by drug users visiting the property.  

“This led to fights, foul and abusive language, threats and intimidation to others. Despite other interventions to try and resolve the nuisance, this continued.  

“This behaviour will not be tolerated, and the partial closure order should ensure that others in the area will feel safer. 

“We have worked closely with colleagues from Humberside Police and will continue to do so in the event of further unacceptable behaviour.”
